This is a hands-on role requiring a strong combination of framework leadership, client relationship management and practical commercial delivery experience.
Alongside responsibility for the overall performance and development of the framework, the Framework Manager will be expected to undertake and oversee delivery of cost and commercial assignments. This may include cost management, quantity surveying, estimating, procurement, contract administration, change management, commercial assurance and NEC contract support.
The role would suit an experienced Senior Quantity Surveyor, Commercial Manager, Cost Manager or Framework Manager who understands how consultancy frameworks operate and is comfortable moving between strategic client management and hands-on project delivery.
The candidate must be comfortable taking ownership of the Northumbrian Water relationship and developing the framework while also being capable of stepping directly into commissions and delivering cost and commercial services. There will be an opportunity to grow this commission with additional resource.
Framework Management Side
- Act as the primary day-to-day point of contact for Northumbrian Water in relation to the framework.
- Develop and maintain strong relationships with client stakeholders, programme teams, commercial teams and project managers.
- Take ownership of overall framework performance, including quality, programme, commercial performance, utilisation and client satisfaction.
- Coordinate incoming work requests and commissions, ensuring requirements are clearly understood and appropriately resourced.
- Manage mobilisation of new commissions, including scope definition, resource planning, fee development and programme establishment.
- Maintain visibility of the client's forward workload and identify future resource requirements.
- Lead regular framework and performance review meetings with the client.
- Monitor framework KPIs, actions, risks, opportunities and performance improvement initiatives.
- Identify opportunities to expand the services delivered through the framework and increase sustainable workload.
- Work closely with internal directors and discipline leads to ensure appropriate technical and commercial resources are available.
- Support recruitment and resource planning where additional capability is required.
- Ensure lessons learned and continuous improvement initiatives are captured and implemented across commissions.
Cost & Commercial Day to Day Delivery Side
- The Framework Manager will remain actively involved in delivery and should be capable of undertaking and/or overseeing:
- Cost planning, cost estimating and budget development.
- Quantity surveying and commercial management services.
- Preparation and review of cost reports, forecasts and cashflows.
- Procurement strategy and tender documentation.
- Tender evaluation and commercial assessment.
- NEC contract administration and commercial management.
- Early warning and compensation event management.
