Client: Local Authority in Croydon

Pay Rate: £400-£550 DAILY UMBRELLA

Hours: 36 Hours a week (Mon-Fri) 9AM-5PM

Duration: Initial 4 month contract

Location: HYBRID working - Office based from Bernard Weatherill House, Croydon 2 days a week

Description

Role Purpose: To support delivery of a strategic procurement service, focusing on the council's critical procurements (those with high value, risk and complexity). As part of this to develop procurement/sub-category plan(s) in spend areas assigned by the Strategic Procurement Manager ('assigned areas'). Design and deliver procurement solutions that provide cashable savings and process efficiencies for the organisation whilst improving outcomes for our residents. To provide commercial input into the development of medium to higher risk/complex business cases (silver/gold categorisation) through the provision of research, data and overall analysis of market viability. Design appropriate routes to market for procurements to enable effective competition, efficient tendering processes and innovative procurement solutions. Lead the end to end tender process for assigned procurements, ensuring full compliance to standards and practices for tendering. Providing Commercial input into the development of medium to higher risk/complexity business cases (silver/gold categorisation) through the provision of research, data and overall analysis of market viability for the assigned areas. Making recommendations based on early engagement with suppliers, stakeholders and using lessons learned from other relevant contracts (within and outside the council). Understanding market and commercial drivers and motives and applying these in development of commercial strategies.

Essential knowledge/Experience:

  • CIPS Level 4 or equivalent experience required with a willingness to work towards MCIPS.
  • Relevant knowledge of public procurement legislation & relevant policy.
  • Working knowledge of change management & project management.
  • A detailed understanding of the key elements of the commissioning and procurement lifecycle.
  • Experience of inputting into the development of strategies through all stages of the procurement lifecycle.
  • Experience of researching and advising on the most appropriate routes to market for strategic procurements.
  • Experience leading multiple tendering exercises in a complex environment.
  • Experience of delivering savings within contracts.
  • Experience of building policy initiatives, such as Social Value, into procurements.
