Local Authority in Havering

Pay Rate: £450-£500 DAILY UMBRELLA

Hours: 35 hours a week (Mon-Fri) 9 AM-5 PM

Duration: Initial 6 Month Contract

Location: HYBRID WORKING - Minimum 2 days in the office (Romford Town Hall). Some flexibility around this. Ideal candidate would be available to be on site for minimum 2 days per week to supervise and coach those they manage, though for exceptional candidates there is scope to explore less time in the office / remote only.

Description Purpose of Role: The Senior EHCP QA and Data Officer role's purpose is to support the Head of SEND and Alternative Provision Service in implementing the EHCP Quality Assurance framework and regular reporting on EHCP and other SEND and AP performance. This will involve preparing and facilitating case audits and multi-agency quality assurance activities with stakeholders, facilitating timely, accurate reporting on the performance of the SEND and AP Service, and producing reports on these activities for senior leaders, the public and other stakeholders. The role will work closely with the team responsible for developing and administering EHCPs and play a key role in championing, monitoring, and ensuring efficient and effective management of data using the service's case management and related systems.

Duties and Responsibilities:

  • To collect, cleanse, collect and analyse data required by the Manager/Head of Service to report upon the EHCP process for statutory returns, FOIs, SEND Executive Board and any other purpose.
  • To monitor the processes in Liquid Logic from assessment to finalisation, Annual Reviews, ceasing of plans, Mediation.
  • To liaise with the Performance Team, Pupil Place Planning Team and any other internal Council team to assist in the provision of accurate and timely data for the SEND dashboard.
  • To assist the Head of Service to monitor and support performance improvement of the Council's Education, Health and Care Plan Quality Assurance Framework, and other quality assurance activity within the SEND and AP Service.
  • To train and support stakeholders and colleagues within the team to use the quality assurance tool.
  • To liaise with the Performance Team to ensure Quality Assurance reports are available to senior managers for analysis.
  • To provide regular feedback on data related to KPIs to all team members at Team meetings and any other relevant forum.

Experience:

  • Experience of Managing Teams to be compliant on Case Management System in relation to EHCPs (SEND Case Officers, Business/Admin Teams processing EHCPs).
  • Ideally, experience with Liquid Logic, the borough's Case Management System.
  • The candidate should have had experience of the EHCP process, Children and Families Act, 2014 and the SEND Code of Practice, 2015.

  • Social Work Qualification
  • Management/Leadership Qualification - Preferable
