An exciting opportunity has emerged for a Resident Engagement Strategy Manager to join the housing department at one of Adecco's most improved public sector clients in an interim role, initially for up to four months. Working 36 hours each week (Monday to Friday) and based hybridly in their East London office, our client is on an exciting journey to transform how they work with their tenants and to deliver ever‑improving services rooted in trust, transparency and shared aspirations.
A central part of delivering this vision is the development of a Tenant Engagement Strategy that will move them beyond traditional consultation and into genuine, transformational co-production, with tenants playing an active, empowered role in shaping decisions, priorities and service improvements. The Strategy will set out their approach to tenant engagement across their tenants, ensuring that engagement is inclusive, representative, and embedded into every stage of service design and delivery. It will also support their wider organisational shift toward co‑production, accountability and continuous improvement.
The new Strategy will incorporate several key themes including:
- A shift from transactional consultation to transformational co‑production, ensuring tenants are not simply asked for views but are active partners in shaping policies, scrutinising performance, and co‑designing solutions.
- Building a culture of shared aspirations, where officers, Members and tenants work together to define priorities, understand trade‑offs, and co‑create a shared vision for the delivery of housing services.
- Developing a modern, accessible engagement model that reflects the diversity of their community, including digital engagement, neighbourhood‑based forums, and targeted outreach to under‑represented groups.
- Strengthening tenant influence in governance, including exploring options for tenant‑led scrutiny panels, advisory groups, and involvement in decision‑making processes.
- Embedding engagement into all service areas, including repairs, asset management, building safety, housing management and regeneration, ensuring that tenants have a meaningful voice in the issues that matter most to them.
- Supporting compliance with the Regulator of Social Housing's Transparency Influence and Accountability (TIA) Standard and preparing the service for changes in the regulatory regime, including strengthened requirements around transparency, accountability and tenant's voice.
- Developing a clear Action Plan that sets out practical steps, timelines and responsibilities for embedding transformational engagement and co-production across all of their functions as a Registered Provider of social housing.
The ideal candidate will possess:
- A strong track record of designing and delivering resident engagement, co‑production or community participation strategies for large social housing landlords.
- Experience working within local authorities, ALMOs or Registered Providers, ideally in London or similarly diverse urban contexts.
- A deep understanding of the regulatory, policy and cultural shift toward stronger resident voice, including the Social Housing (Regulation) Act 2023, the Consumer Standards and the wider expectations of the Regulator for Social Housing.
- Demonstrable experience of facilitating co‑production, building trust with residents, and designing engagement approaches that reach under‑represented groups.
- Excellent communication and facilitation skills, with the ability to present complex information in a clear, accessible and resident‑focused way.
- Experience of operating in politically sensitive environments, balancing resident expectations, organisational constraints and Member priorities.
