We have an excellent opportunity for an experienced Programme Manager to work a temporary assignment for North Yorkshire Police at their offices in York.

This is a temporary role for 6 months initially working Monday to Thursday 8:30am – 5pm Friday 08:30 – 4:30pm.

You will be working hybrid working but you must be able to attend the office a minimum of 3 days a week.

JOB PURPOSE :- The Programme requirements should encompass a comprehensive review of City Command\’s overall policing needs, with a particular focus on improvements at Fulford Road Police Station in York. This review will inform physical and operational delivery and deployment across the Command area. The review must involve engagement with all key stakeholders, including the senior leadership team, all commanders, and Heads of Department both within the operational and supporting services.

The scope of the review would include:

  • Assessing current and future policing needs within City Command
  • Evaluating operational requirements across all stakeholders, including personnel, vehicles, and facilities with consideration to future needs and demand
  • Reviewing wider requirements for specialist operational provision
  • Analysing the condition and suitability of the Fulford Road Police Station and other buildings within the City Command footprint
  • Developing a cost-benefit analysis for potential investment scenarios:
  • Significant refurbishment of Fulford Road Station.
  • Rebuild on the existing footprint.
  • Rebuild at an alternative location(s).
  • Recommending the most efficient and effective course of action
  • Provide indicative project plans, complete with associated timeframes, costs and resource requirements
  • Main Responsibilities

  • Lead a complex programme of work to provide an objective, comprehensive and focused review of York City Command estate, including Fulford Road, identifying options to maximise operational delivery and deployment across the Command area
  • To assess current needs, with particular attention to the infrastructure upgrades required at Fulford Road Police Station
  • This review will comprehensively assess current and future policing needs, operational requirements along with vehicle and building assets
  • To culminate the evaluation in a recommendation for the effective use of the York estate, particularly Fulford Road Police Station, including either significant investment, relocation, or alternative solutions to best serve City Command\’s evolving requirements
  • This review will also provide the opportunity to review wider requirements for specialist operational provision not currently delivered at Fulford Road, which may benefit from being at an alternative site
  • Direct a team of NYP Project Managers and Business Analysts in supporting the cost-benefit options analysis and recommendations report
  • Adhere to North Yorkshire Police governance and decision-making procedures and provide comprehensive and current programme progress reporting
  • ESSENTIAL CRITERIA

  • Requisite experience in delivering large-scale programmes with significant estates and infrastructure implications
  • Expertise in needs assessment, resource allocation, large-scale building refurbishments and new build oversight.
  • Experience of developing solutions that meet legislative and regulatory requirements
  • Experience in collaboration and engagement with operational and support staff to translate differing needs in to comprehensive requirements
  • Experience of writing, and presenting comprehensive reports and briefings to senior stakeholders
  • Significant experience in stakeholder management
  • MSP/Prince2 or equivalent Programme Management qualification
  • Construction qualifications and/or experience of managing complex construction programmes.
