The predicted salary is between 25 - 35 £ per hour.

Location: Croydon (Hybrid - 2/3 days onsite)

Contract Type: Temporary - 3 months (possible extension)

Hours: 36 per week

Pay Rate: PAYE £32.27 | Umbrella £43.03 per hour

About the Role

This is not a tendering or sourcing role. Instead, your focus will be on shaping the systems, intelligence, policies, behaviours and governance that enable high‐quality procurement and contract management across the client. You will lead a talented team of six, driving excellence in performance measurement, learning & development, procurement policy, and systems optimisation. This role is ideal for someone motivated by service improvement, evidence‐based decision‐making and shaping organisation‐wide capability.

What You'll Lead

  • Procurement Performance, KPIs & Data Insights: You will design, develop and embed performance frameworks, KPIs and benchmarking approaches to track purchasing and procurement performance across the client. This includes identifying performance risks, supporting senior stakeholders, and ensuring data from multiple systems is transformed into meaningful insights that drive action.
  • Policy, Governance & Systems Development: You will take overall leadership of the client's procurement policies, processes and governance mechanisms, ensuring they are clear, modern, compliant and embedded. This includes creating and updating procurement and contract management policies, ensuring strong governance and controls, overseeing system improvements across procurement, purchasing and contract management, and interpreting legislation to shape changes to policy and business processes accordingly.
  • Market & Supplier Intelligence: You will ensure that robust market, spend and supplier analysis informs procurement strategy across all directorates, enhancing decision‐making and supporting long‐term planning.
  • Supplier Relationship Management (SRM): You will lead the development, oversight and embedding of an organisation‐wide approach to Supplier Relationship Management, including setting expectations for supplier behaviour and performance, supporting contract managers in strengthening supplier relationships, providing intelligence and analysis to improve engagement with key suppliers, and enhancing the client's reputation as a commercially effective and responsible partner.
  • Learning, Development & Capability Building: You will focus on contract managers, wider client commissioning staff, the procurement team itself, apprentices and graduate trainees.
  • Leadership & Stakeholder Engagement: You will inspire, motivate and develop a high‐performing team, while also providing assurance, advice and influence at all levels, from front‐line operational teams to the Corporate Leadership Team and Elected Members.

About You

We are looking for a strong strategic thinker with:

  • Deep understanding of public procurement and contract management
  • Strong performance, data and analytical capability
  • Experience implementing policy change and service improvement
  • Excellent leadership, coaching and stakeholder management skills
  • The ability to innovate and embed change across a complex organisation
  • MCIPS or equivalent professional knowledge level
  • A passion for driving better procurement outcomes for residents and communities

You will lead a team of four specialists (2 Senior Specialists, 2 Specialists) and supervise apprentices/graduate trainees, ensuring continuous improvement and effective stakeholder engagement throughout the procurement and purchasing processes.
