This role requires management vetting (MV) carried out by the force, you will need to have been residing within the UK for a minimum of 5 years continually.
Our client, a prominent organisation within the public sector, is seeking a dynamic and experienced Head of Financial Planning & Analysis to lead their financial governance and support strategic decision-making. This pivotal role will enhance the Constabulary's financial capabilities while ensuring financial sustainability and value for money across the policing estate.
Key Responsibilities
Budget Setting & Financial Planning
- Lead the development and maintenance of the annual budget and Medium-Term Financial Plan (MTFP), ensuring alignment with strategic priorities.
- Oversee revenue and capital budgets for the Force and OPCC, supporting statutory requirements such as precept setting.
- Consolidate and report annual budgets to senior stakeholders, including the Chief Officer Group and OPCC.
Budget Monitoring & Reporting
- Manage monthly financial reporting and forecasting, explaining variances, risks, and opportunities.
- Prepare executive dashboards and management information packs for senior leadership.
- Identify and elevate financial risks and opportunities while recommending mitigation actions.
Business Partnering & Value-Adding Support
- Collaborate with department heads to model financial outcomes and advise on value-for-money decisions.
- Act as the single point of finance support for senior leaders and attend leadership team meetings.
Capital & Project Control
- Monitor project delivery to ensure budgets are met and value for money achieved.
- Support the Head of Change in conducting post-completion audits.
Governance & Compliance
- Ensure compliance with financial regulations, audit standards, and governance frameworks.
- Support internal and external audit processes.
Team Management & Development
- Lead and mentor Finance Business Partners and Procurement Business Partners.
- Foster a collaborative and people-centric culture within the finance team.
Experience and Qualifications
Essential
- CCAB-qualified accountant (CIPFA, ACCA, ACA, or CIMA).
- Proven experience in senior finance leadership roles within complex organisations.
- Strong expertise in financial planning, budgeting, and analysis, including Board-level reporting.
- Advanced proficiency in Excel and financial systems.
Desirable
- Experience in public sector finance, ideally within policing or similar governance structures.
- Familiarity with procurement best practises and contract management.
