Join Swindon Borough Council at a key stage in delivering greener, more sustainable homes. This role offers the opportunity to lead major retrofit and refurbishment programmes as part of Swindon's long-term housing and decarbonisation ambitions.
Background
As part of a £250 million, five year investment programme, Swindon Borough Council is delivering major capital works, retrofit and refurbishment projects to improve energy efficiency, asset performance and resident comfort.
Your New Role
As Service Lead - Planned Maintenance (Retrofit & Refurbishment), you will lead the operational delivery of capital investment programmes, including retrofit and refurbishment works across the housing and corporate property portfolio. Reporting to the Service Manager - Planned Maintenance, you will oversee delivery from programme planning through to completion, working closely with surveyors, contractors, internal teams and residents. You will ensure programmes are delivered safely, within budget and to agreed quality standards, applying strong technical knowledge and programme management discipline. You will take responsibility for contractor performance, risk management, governance and continuous improvement, using performance information to support effective decision-making and strong customer outcomes.
What You'll Need to Succeed
You will bring experience delivering planned maintenance or capital works programmes within a local authority or social housing environment, with strong understanding of building construction, asset management and the Decent Homes Standard. Experience managing retrofit or refurbishment projects, contractors, budgets and professional teams is essential. A relevant property, construction or surveying qualification is desirable, alongside a recognised health and safety or project management qualification.
