About the Role

We are looking for a Case Officer to join the Assessment & Placement Team within the Starting Well, SEND service. The post holder will work closely with children and young people, their families and their carers, and with early years settings, schools, colleges, independent, supported, residential placements and any agencies involved with the child/young person. In this vital role, you will play a key part in delivering the local authority's statutory responsibilities under the SEND Code of Practice (2015) and the Children and Families Act (2014).

Responsibilities

  • Act as the named point of contact for parents, carers, children, young people and professionals throughout the EHCP process.
  • Prepare high‑quality Education, Health and Care Plans (proposed and final) using person‑centred approaches.
  • Manage a complex caseload and ensure children and young people are placed in appropriate education settings that support their progress.
  • Resolve queries and support meetings, case conferences, and multi‑agency discussions to ensure effective communication and positive outcomes.
  • Support the preparation of local authority cases for SEND tribunals, ensuring information is accurate and legally compliant.
  • Attend and contribute to key panels, including Assessment Triage, Multi‑Agency and Complex Needs Panels.
  • Maintain accurate data and contribute to service reporting, analysis and forecasting.
  • Support annual review processes, ensuring compliance with statutory timelines.
  • Contribute to policy development, continuous improvement and the ongoing professional development of the team.
  • Uphold safeguarding, equality, diversity, inclusion, information security, and health and safety standards.
  • Work flexibly, including occasional out‑of‑hours commitments and travel as required.

Experience

  • Strong understanding of the EHCP process, the SEND Code of Practice (2015), and relevant legislation.
  • Experience working with case management systems.
  • Background in a busy and challenging work environment.
  • Multi‑agency working experience.
  • Understanding of quality assurance.
  • Desirable: experience in educational settings or working with children/young people with SEND.
