Contract Details: The Cube, East London (Hybrid Working) £500 - £600 per day (Umbrella) Interim Contract for 6 Months Initially Adecco Recruitment on behalf of London Borough of Barking & Dagenham (LBBD)This is a fantastic opportunity for a highly skilled construction professional to take ownership of the pre-construction phase of a diverse portfolio of capital projects across housing and public sector assets. You will play a pivotal role in transforming project concepts into commercially robust, procurement-ready packages that can be seamlessly handed over for delivery. The Opportunity Working closely with Project Managers, Quantity Surveyors, Procurement and Commercial teams, you will lead the development of scopes, specifications, tender documentation and procurement packages, helping to accelerate the delivery of critical capital investment programmes across the borough. The role sits firmly within the pre-construction phase and will suit someone who enjoys shaping projects from inception through procurement, rather than site-based delivery. Projects include: High-rise residential improvement programmes Mechanical & Electrical (M&E) works Roofing and window replacement schemes School refurbishment projects Decent Homes programmes Kitchen and bathroom replacement works Communal area and estate improvement projectsKey Responsibilities Lead pre-construction and tender preparation activities for capital works projects. Develop detailed scopes of work, specifications and tender documentation. Prepare and manage Invitations to Tender (ITT) packages. Work collaboratively with procurement teams to ensure compliant and effective tender processes. Review technical information, surveys, drawings and project briefs. Identify risks, scope gaps and procurement issues before packages are issued. Support contractor engagement and tender clarification processes. Assist with tender evaluations, award recommendations and supplier feedback. Maintain programme trackers and provide progress reporting to stakeholders. Ensure projects are commercially robust and deliver value for money.About You We are looking for an experienced pre-construction professional with a strong background in capital works, planned maintenance, refurbishment or construction project delivery. You will have: Experience preparing ITTs, tender packs, scopes of work and procurement documentation Strong knowledge of construction, refurbishment or capital works programmes Experience working with contractors, consultants, procurement and commercial teams Excellent stakeholder management and communication skills Strong commercial awareness and understanding of value-for-money principles Ability to interpret drawings, specifications, surveys and technical information Experience identifying procurement risks, scope gaps and delivery constraints Ability to manage multiple projects and priorities simultaneouslyDesirable Experience Social housing or local authority capital works Planned maintenance programmes JCT contracts and procurement frameworks Public sector procurement environments Contractor tender evaluations and award recommendationsApply Now If you have the pre-construction, procurement and capital works expertise to successfully drive projects from concept through to tender award, we'd love to hear from you.
