Job Title: Business Support Officer (Adult Social Care)

Location: Ealing, West London – Mainly Remote Working

Hourly rate 18.85 PAYE / 24.37 UMB Per Hour

Contract Length: 3 month initial contract (possibility of extension)

Working Pattern: Full Time, Monday – Friday, 36 hours

Role purpose:

You will be working in a busy Adult Social Care team to provide the following business and administration support:

  • To be responsible for the administration and co-ordination of the processes and statutory systems for the delivery of Ealing Council and Ealing Primary Care Trust’s duties in relation to their roles as Supervisory Bodies as prescribed by the Mental Capacity Act and Deprivation of Liberty Safeguards Code of Practice.
  • To work across both Deprivation of Liberty Team and ILS / CTLPD Teams, to provide administrative support were necessary.
  • To provide an efficient and responsive service to the Ealing Managing Authorities, Supervisory Bodies, Independent Mental Capacity Advocates, Persons Representatives, and in some instances service users and/or their representatives by telephone and written contact.
  • To ensure Safeguarding Adults and the Deprivation of Liberty spread sheets/databases are maintained and that weekly, monthly and annual report/statistics are produced and distributed.
  • To ensure Safeguarding and Deprivation of Liberty information is regularly disseminated across the borough.

Key accountabilities:

  • To receive, acknowledge and record written requests for authorisations under the Deprivation of Liberty Safeguards within the standard timescale and refer them to the Mental Capacity Lead Practitioner Co-ordinator where necessary.
  • Assist the Mental Capacity Lead Practitioner by organising assessments, issuing standard authorisations, appointing Independent Mental Capacity Advocates and Responsible Persons, organising reviews and re-assessments.
  • Administer and process standard forms in relation to the Deprivation of Liberty Safeguards as instructed.
  • To be responsible for ensuring that all pending assessments, authorisations, and reviews are carried out in compliance with all statutory timescales prescribed by the Deprivation of Liberty Safeguards Code of Practice.
  • To record and maintain all related information on Mosaic and any relevant paper file/ excel spreadsheets, ensuring all records are up-to-date.
  • To assist in the processing and monitoring of any requests to access service user information in respect of individual requests, authorisations, and reviews under the Deprivation of Liberty Safeguards to ensure compliance with the Data Protection Act.
  • To maintain data quality on the relevant database by running reports, correcting errors, identifying any necessary amendments to the system and undertaking system administration functions as necessary.
  • To be responsible for producing statistical reports from the database/ Mosaic on a regular and ad-hoc basis and circulating these to managers and senior management team within Ealing Council and Ealing primary Care Trust as instructed, and to assist in the development of mental capacity compliance monitoring systems and procedures for the department.
  • To support with statistical reports that may need to be produced on a quarterly and annual basis for various Boards, directors or ADASS, that have an interest in the council’s activity around the Deprivation of Liberty Safeguards data.
  • To raise and process purchase orders and pay invoices in line with the Council’s financial policies and procedures.

Knowledge, skills and experience:

  • Experience of the use of the full range of the Microsoft Office suite to include Microsoft Excel to an intermediate level to produce interactive spreadsheets and full data analysis. This also includes Word and Microsoft teams.
  • Ability to communicate, both verbal and written, to enable sound dialogue with people who use our services and other professionals.
  • Ability to use IT systems and software packages to maintain accurate and comprehensive work records. Knowledge of using and have the aptitude to learn, specialist database systems e.g. Mosaic or similar client databases.
  • To have a general understanding of Adult Social Care Services on an operational level.
  • To have a general understanding and/or ability to learn the administrative functions relating to the Deprivation of Liberty Safeguards.
  • Knowledge of council procurement systems e.g. Agresso / Business World.
  • To have experience of being able to record and convey information accurately and in line with any relevant legislation.
