Hybrid | 3-Month Contract | 36 Hours (Mon-Fri) | £500 per day (Umbrella). Office: Dockside, Newham - 2-3 days in office per week.

Are you an experienced finance professional ready to step into a leadership-focused, high-impact role within a forward-thinking local authority? Two exciting Assistant Finance Manager positions—one in Capital and one in Treasury—are now available on an initial 3-month contract. These roles are ideal for candidates with strong technical accounting skills, a solid understanding of public sector finance, and the confidence to support complex strategic decision-making.

Responsibilities

  • Support the Finance Manager in delivering high-quality financial insight, oversight and guidance across the designated area.
  • Manage up to 22 FTE (including matrix/project teams) and directly line-manage up to 4 staff.
  • Enable sound financial planning, value-for-money service delivery, and constructive challenge to budget holders across the organisation.
  • Provide robust financial oversight, ensuring strong budgetary control and early identification of pressures.
  • Support budget managers by developing solutions and recovery plans alongside the Finance Manager.
  • Promote a culture of financial accountability and value for money.
  • Contribute to outcome-based commissioning models, ensuring strong commercial and contractual governance.
  • Produce and present high-quality financial reports for senior stakeholders.
  • Contribute to developing the Council's long-term financial strategies and support the medium-term financial planning process.
  • Build financial models and analytics to assess future service needs, legislation changes, and resource implications.
  • Support the closure of the Council and Pension Fund accounts; deliver accurate, compliant statutory returns and corporate financial reports.
  • Provide quality assurance across financial outputs.
  • Act as a junior financial advisor, offering strategic support and evidence-based challenge; build effective relationships across services, partners, and wider government bodies.
  • Help ensure compliance with CIPFA Codes, Treasury Guidance, and legislative requirements.

Required Skills & Experience

  • CCAB qualified (preferably CIPFA) or part-qualified (AAT + relevant sector experience) – Essential.
  • Proven experience in public sector financial and technical accounting.
  • Strong understanding of national policy issues affecting local government.
  • Confident influencing and negotiation skills.
  • Experience managing teams and delivering complex projects.
  • Skilled in financial analysis, modelling, and presenting data clearly.
  • Ability to extract, interpret and manipulate complex financial information.
