Role Overview
The HR Business Partner will act as a trusted strategic partner to directorates, supporting the full HR life cycle while also leading on ER, workforce planning, service transfers, and organisational development initiatives. This is a dynamic role suited to someone confident working at true HRBP level - not just ER - who enjoys building processes from scratch, thrives in a fast-paced and evolving environment, and sees projects through from start to finish.
Key Responsibilities
- Strategic & Business Partnering
- Partner with senior leaders to deliver people strategies aligned with organisational goals.
- Lead on workforce planning, succession planning, and resourcing strategies.
- Provide data-driven HR insights to inform decision-making and support organisational priorities.
- Employee Relations (ER) - Lead Specialist
- Act as the ER lead, managing and undertaking complex casework and investigations.
- Deliver approximately 50-60% ER-focused work, including disciplinaries, grievances, absence, performance, and safeguarding-related matters.
- Coach managers to handle ER confidently, fairly, and consistently.
- Organisational Change & TUPE
- Lead and support TUPE and service transfer activities.
- Guide managers through restructures, realignments, and workforce changes.
- Ensure compliant and people-focused change processes.
- HR Systems & Process Development
- Play an active role in the implementation of Cezanne and other new HR systems.
- Support with process mapping, testing, troubleshooting, and rollout.
- Build and improve policies, workflows, and HR processes as the organisation scales.
- Leadership & Supervisory Responsibilities
- Line manage and develop one junior HR Advisor.
- Provide ongoing support, coaching, and development to team members and partners.
- Champion continuous improvement and a high-performing culture within the People Team.
- Project Delivery
- Deliver project-based work across HR transformation, culture, engagement, wellbeing, and people operations.
- Ensure projects are delivered from initiation to completion - starter and finisher mindset essential.
- Work effectively under pressure, balancing multiple priorities while maintaining quality.
Key Requirements
- Proven experience operating at HR Business Partner level.
- Strong background in complex ER casework and leading investigations.
- Experience of TUPE and service transfers.
- Supervisory or people-management experience.
- Experience within the public sector or a similarly complex environment (desirable).
- Exposure to HR systems implementation - Cezanne experience a bonus.
