Hybrid Working: Office + home-working (arrangements to be confirmed)

Rate: £26.88 PAYE / £35.18 Umbrella

Contract: 3 months (possible extension)

About the Role

We are seeking an experienced Assistant Finance Manager to join the Programme Management Office (PMO) within the Housing & Regeneration Directorate under the Richmond and Wandsworth Shared Staffing Arrangement (SSA). In this hybrid role, you will support the PMO Finance Manager in delivering high-quality financial management services for a varied and high-profile capital programme.

Responsibilities include processing payments, analysing spend, supporting monitoring reports, maintaining accurate programme systems, and assisting with government returns and funding bids. This is an excellent opportunity for someone with a strong financial controls background, particularly in capital projects, who is looking for a flexible, hybrid working environment.

Key Responsibilities

  • Support the delivery and financial monitoring of the capital programme, including annual programme reporting.
  • Provide cost-control analysis for capital and revenue projects, reviewing spend against forecasts.
  • Assist with virement processes, budget transfers and advice on fees/on-costs.
  • Maintain and develop systems that track programme and financial information.
  • Collect data for committee reports, monitoring groups, and senior leadership.
  • Liaise with schools and internal departments regarding devolved capital funding.
  • Assist with preparing and submitting DfE/EFA funding bids and coordinating multi-source funding arrangements.
  • Process and reconcile orders and invoices for consultants and contractors; resolve payment issues.
  • Work closely with Corporate Finance to review capital expenditure and project budgets.
  • Provide clear, timely responses to Member enquiries.
  • Support general budget management tasks as required.

Preferred Skills & Experience

  • Advanced Excel skills, including managing, analysing and presenting complex financial data.
  • Strong organisational and prioritisation abilities, with experience working to tight deadlines.
  • Excellent communication skills, both written and verbal, with strong numeracy and attention to detail.
  • Strong Excel skills (advanced formulas, data analysis, tracking).
  • Experience supporting budget management, financial controls, or capital project finance.
  • Someone organised, accurate and able to work to tight timelines.
  • Confident communicator who can liaise across finance, PMO, schools, and senior stakeholders.
