This position offers the chance to contribute to high-profile commissioning programmes, grant-funded initiatives, and public sector reform projects that help improve policing and community safety across the West Midlands.

The Role

Reporting directly to the Chief Finance Officer, you will play a key role in financial planning, budget monitoring, grant management, and financial reporting. • Managing grant claims and ensuring compliance with grant conditions.
  • Assisting with external funding bids and business cases.
  • Preparing statutory and non-statutory financial returns and reports.
  • Developing and improving financial systems, processes and controls.
  • Representing the PCC at external meetings with government departments, local authorities and partner organisations.
  • Supporting change programmes, projects and strategic initiatives aligned to PCC priorities.

About You

We are seeking a motivated finance professional who can operate confidently within a complex and politically sensitive environment.

Essential Requirements

  • Part-qualified CCAB Accountant or CIMA, or qualified AAT.
  • Strong financial management and management accounting experience within a large or complex organisation.
  • Experience of budget monitoring, forecasting and financial reporting.
  • Ability to provide robust financial advice and challenge to senior stakeholders.
  • Excellent analytical and problem-solving skills.
  • Strong understanding of financial governance and control frameworks.
  • Experience preparing financial reports and presenting complex information clearly to non-finance audiences.
  • Excellent communication and stakeholder management skills.
  • Strong organisational skills with the ability to manage competing priorities and meet deadlines.
  • Proficiency with Microsoft Office and financial management systems.

Desirable

  • CCAB or CIMA qualified.
  • Public sector finance experience.
  • Experience working within a politically sensitive environment.
  • Knowledge of policing, Police and Crime Commissioners, or wider public sector reform.
  • Experience of grant funding management and external funding applications.
  • Knowledge of Oracle Financials or similar finance systems.
  • Understanding of charity accounting.
  • Experience of project and programme management methodologies.

What You'll Bring

  • A proactive, self-starting approach.
  • A commitment to continuous improvement and innovation.
  • Excellent relationship-building and influencing skills.
  • Strong attention to detail and professional integrity.
  • Political awareness and sensitivity.
  • A collaborative and team-focused mindset.
  • Commitment to equality, diversity and inclusion.

Why Apply?

This is an excellent opportunity to join a respected public sector organisation and contribute to projects that make a genuine impact across the West Midlands.
