We are looking for a driven and commercially aware Housing Procurement Officer to join our Housing team. You will play a key role in increasing the supply of good-quality accommodation by sourcing and securing private rented properties for use as temporary accommodation and longer-term council housing. Working closely with landlords, agents, and internal housing teams, you will help reduce reliance on emergency accommodation and support the council in meeting its duties under the Housing Act 1996 and Homelessness Reduction Act 2017.

Key Responsibilities

  • Procure private sector properties for use as temporary accommodation and council-managed housing
  • Develop and maintain strong relationships with landlords, letting agents, and property providers
  • Negotiate lease agreements and financial terms to secure cost-effective accommodation
  • Identify suitable properties in line with housing demand, location needs, and affordability criteria
  • Ensure all properties meet required standards, including safety and compliance regulations (e.g. HHSRS)
  • Work collaboratively with Housing Options and Homelessness teams to meet placement demand
  • Monitor property performance, occupancy levels, and value for money
  • Support initiatives to reduce the use of B&B and nightly paid accommodation
  • Maintain accurate records and ensure compliance with internal policies and procedures

About You

  • Experience in housing, property procurement, lettings, or landlord engagement
  • Strong negotiation and influencing skills with a commercial mindset
  • Good understanding of housing legislation, including Housing Act 1996 and Homelessness Reduction Act 2017
  • Knowledge of property standards and compliance requirements
  • Ability to build and manage relationships with a range of stakeholders
  • Strong organisational skills with the ability to manage multiple priorities
  • Proficient in IT systems and maintaining accurate records
  • A proactive, target-driven approach to increasing housing supply
