Interim Schools PFI Expiry Project Manager 6-Month Fixed-Term Contract / Interim Assignment Southwest Local Authority

Are you an experienced project or contract manager with expertise in PFI contracts, commercial management or complex programme delivery? We're looking for an experienced professional to lead the planning and delivery of a critical Schools PFI contract expiry programme on behalf of a forward-thinking local authority. This is a unique opportunity to play a key role in ensuring the successful transition and expiry of a major Schools PFI contract, protecting service continuity, managing commercial risk and delivering value for the Council and its communities.

Key responsibilities include:

  • Leading the planning and delivery of the Schools PFI contract expiry programme.
  • Developing and maintaining a comprehensive expiry plan and ensuring delivery against key milestones.
  • Managing relationships with internal stakeholders, SPV partners, government representatives and professional advisors.
  • Interpreting contractual obligations and translating these into practical exit and handover plans.
  • Coordinating asset inspections, technical surveys and service handover activities.
  • Managing commercial risks, governance and change control throughout the programme.
  • Overseeing the ongoing commercial and performance management of the Schools PFI contract.
  • Producing high-quality reports and providing clear updates to senior stakeholders.
  • Supporting wider PFI expiry planning by sharing lessons learned and best practice across other Council programmes.

We're looking for someone who can demonstrate:

  • Significant experience in contract management, commercial management, procurement or complex programme delivery.
  • Experience managing large-scale or complex projects from planning through to delivery.
  • Strong knowledge of PFI contracts and their operational and commercial requirements.
  • Excellent stakeholder management skills with the ability to influence at senior level.
  • Experience interpreting complex contractual documentation and managing commercial risk.
  • Strong understanding of facilities management, statutory compliance and asset management.
  • Excellent analytical, communication and report-writing skills.
  • The ability to work independently while managing multiple priorities in a fast-paced environment.

Ideally, you'll also have:

  • Experience delivering PFI contract expiry or transition programmes.
  • Public sector or local government experience.
  • Professional project management qualifications such as PRINCE2, APM PMQ, MSP or equivalent.
  • Commercial or legal contract management experience.
