Lloyds Bank Foundation for England and Wales is looking for a consultant or team of consultants to work with us to design and help operationalise our new Community Belonging programme, ready for launch in early 2027. The programme sits within our new 2026 to 2035 strategy, In a Good Place, and will focus on community belonging, social connection and building bridges across divides.
The successful consultant or team will lead a structured programme design process for our new Community Belonging programme. This will include helping the Foundation define the programme’s focus, outcomes, hypotheses, eligibility, criteria, delivery model and portfolio approach. We are looking for a partner who can bring together evidence, insight and lived experience, facilitate engagement with internal and external stakeholders, and help us make clear choices about what the programme will and will not do.
The work will need to take proper account of England and Wales, including Welsh expertise, Welsh-speaking communities, rural and post-industrial contexts, devolved policy and local knowledge. The final output will be a programme design proposal and roadmap, including the recommended focus, target communities, outcomes, eligibility, assessment criteria, draft application questions or prompts, applicant guidance, theory of change or impact framework, implementation roadmap, risks, dependencies and steps needed for launch in early 2027.
We are especially interested in hearing from consultants or teams with strong knowledge of community belonging, social connection, community cohesion and bridging divides, alongside practical programme design experience in the charity, social impact or philanthropic sector. Experience working with community-led organisations, facilitating participatory processes, and developing outcomes, learning questions and impact approaches will be important.
Location: Remote (with regular engagements in London)
Remuneration: Indicative budget of £50,000, including VAT, expenses.
