About the Project
The Southern Program Alliance is contracted by the Victorian Government to remove the most dangerous and congested level crossings in Melbourne. This is a critical infrastructure project with significant public impact. The Southern Program Alliance has been operating since 2017 and is preparing to commence its most complex project in 2026, with an expected pipeline of works that extends to 2030.
The Opportunity
Due to the continued success on Southern Program Alliance, we have an opportunity for an experienced Cost Controller. The successful candidate will report to the Finance, Governance & Risk Manager and will play a critical role in managing and safeguarding the financial performance of the project. The role will be based at our Newport site office throughout the delivery of our level crossing removals at Champion Rd and Maddox Rd, Newport. As a member of the project controls team, the role provides technical expertise in cost management, integrating financial data with schedule performance to support informed decision making. This position requires strong commercial acumen, analytical skills, and the ability to influence and collaborate across diverse teams in a fast-paced alliance environment, ensuring compliance with governance standards and contributing to the successful delivery of one of Victoria’s most significant transport infrastructure programs.
Key Responsibilities
- Monitoring expenditure against budgets, and driving disciplined processes to maintain commercial integrity and deliver value for stakeholders.
- Work with project delivery teams to develop, manage, and update complex project schedules, manage resource allocations and constraints to optimise timelines, reflective of on-site resourcing and executed agreements.
- Responsible for the management of project budgets, cost control processes and establishment of the CBS, including budget and forecast transfers between Cost Codes.
- Prepare accurate cost forecasts and cash flow projections, ensuring cost planning, procurement, cost forecast, Head Contract revenue, risk & opportunity and Vendor management tools are implemented.
- Monitor allowances, contingencies, and risk provisions.
- Own monthly cost and revenue forecasts, variance analysis, and trend tracking by work package and cost category (labour, plant, materials, subcontract, indirect).
- Ensure accurate cost capture (time sheets, plant hours, materials, accruals) and month-end close disciplines.
Required Skills and Competencies
- Degree in Quantity Surveying, Construction Management, Engineering, or Finance.
- Minimum 4 years' experience in project cost control/quantity surveying within large construction/infrastructure projects in Australia.
- Experience in general finance and/or project accounting role, and knowledge of financial accounting.
- Proficiency with ERP systems and project controls tools.
