About the job

The role is mainly based at Northwood and will be responsible for a wide range of duties that provide interesting and challenging work. Conducting, and ensuring that the Business Manager delivers the BLBs operational objectives efficiently and effectively. Delivering high performing business management services, briefing stakeholders, supporting with provision of resource, both people and financial, management of information, reporting and undertaking audit and assurance activities to govern the Directorate/HLB/BLB position with business operations outputs and associated activity service across the Directorate/HLB/BLB.

This role is an exciting opportunity that exposes the post holder to work across the BLB as well as in other MOD locations like Shrivenham but expected to visit, attend meetings in Northwood when required. The post holder will have exposure to senior leaders and stakeholders along with developmental opportunities.

Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation. As a consequence of this, all posts within Strategic Command Headquarters and in time the wider organisation, are/will be subject to review and potential changes as we continuously improve across the period of the transformation programme. These changes may be minor or could be more substantive and will generate new opportunities. Throughout, the Command’s transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions.

The position is advertised at 37 hours per week and attracts London allowance.

Job description

  • Delivering In-Year financial management, ensuring that activity spend is monitored and recorded against Control Totals via the form of monthly forecasting.
  • Review actuals to update forecast, providing commentary of variance analysis for submission to UKStratCom TLB Finance and Strategic Command Business Manager.
  • Completion of the BLB's ARAC submissions to specified deadlines and assist with any financial responses to NAO audit enquiries.
  • Support the preparation and submission of BLB ABC return.
  • Provide evidence based forward program costing, efficiencies, savings and enhancements.
  • Assist Budget Holder with business case affordability reviews when requested.
  • Using the forecast as the base for reviews and ensuring the request is submitted via the correct approval channels.
  • Provide advice on Business Management matters to business areas and wider stakeholders.
  • Provide Financial Data in support of Finance Business Partner led meetings.
  • Liaison with the SEO, business operations team and HLB business units to enable the delivery of business services.
  • Developing and facilitate a HLB Community to share best practice and provide a routeways for support.
  • Establish and maintain effective and collaborative working relationships with colleagues and business areas across the department, setting the standard and benchmark to achieve consistency, coherence, resource efficiency and situational awareness.
  • Provide information and analysis of Business Management MI.
  • Develop the tooling and mechanisms to provide the G7/SEO with information and data to provide visibility and a clear overview of HLB activity via management information across the HLB to allow effective decisions about work prioritisation and resource allocation.
  • Provide accurate records and reporting against delegated activities.
  • Maintain and ensure process and systems for Business Operation Management Information is updated and maintained to enable reports created to support decisions making for finance, workforce, planning and extracting providing information to a range of Business areas.
