Our Assurance practice encompasses skills across regulation and finance with a deep analytics capability. We harness these to provide Assurance to those charged with governance, serving the public interest. We provide independent assurance by assessing the risks and underlying processes, providing conclusions as to which risks are being managed and mitigated in line with the business's appetite for risk. Deloitte's assurance offerings help those charged with governance to understand their business and build trust amongst key stakeholders and regulators.

Our Client Assets, Safeguarding & Digital Assets Team has an excellent external reputation for provision of high quality regulatory audit and other assurance services to major firms. Our team covers Banking and Capital Markets, Investment and Asset Management, Insurance Brokers, Payment Services and E-money firms. You would have the opportunity to develop deep specialism in your chosen field, working with a client base that includes global leaders in their field. You would also have the opportunity, if wanted, to broaden experience across industry lines within Client Assets and Safeguarding, or more broadly across our Assurance Group, where opportunities include Conduct of Business, ESG, Prudential Regulation and Legislation.

Typical services we offer within the CAS team are:

  • Working alongside financial statement audit teams to perform CASS and Safeguarding audits;
  • Providing practical, yet technical, SME input on the more judgemental Client Assets, Payment Services and E-money rules;
  • Reviewing control environments, risk frameworks, operating models, governance structures, CASS / Safeguarding footprints, and providing recommendations to senior stakeholders on gaps and enhancements;
  • Performing S166 and shadow S166 reviews of Client Assets and Safeguarding.

As a member of the team, we will provide you with ongoing support to allow you to grow as a leading specialist in your field, including on-the-job learning with market-leading clients, internal training courses, and the opportunity to study for further professional qualifications. You would sit within the Client Assets, Safeguarding and Digital Assets Assurance Team, a national team of regulatory and safeguarding experts. Our Assurance practice provides a range of services on a variety of subject matter.

For the payments sector this includes, but is not limited to, advice or reporting on:

  • Safeguarding of customer funds;
  • Permissions and readiness for authorisation;
  • Governance, risk management and obligations under the incoming Consumer Duty;
  • Operational resilience and outsourcing;
  • Financial resilience, including capital and liquidity management;
  • The provision of technical input on regulatory matters to Deloitte financial statements audit.

Responsibilities Include:

  • Support the delivery of Safeguarding reviews including reasonable assurance audit reports over adequacy of controls and compliance with the requirements under the EMRs, PSRs and incoming CASS 15 rules;
  • Develop a leading role in the delivery of strategically important projects with many of the leading UK, and international, FinTech firms in the payments sector;
  • Provide subject matter expertise, advice and recommendations on the above topics to help clients anticipate, assess and respond to regulatory requirements;
  • Develop your critical-thinking and other analytical skills in explaining regulatory expectations and their impact for clients, including through: Review and input into the enhancement of policies, procedures and other work products; and Completion of Deloitte assurance reviews;
  • Support the development of Deloitte's regulatory propositions for payments clients and help take these to market;
  • Engage and work effectively in a wide range of teams and alongside subject matter experts across Deloitte to provide clients with the expertise to best meet their needs.

Essential Experience:

  • Working in a payments regulation-related role whether within another consulting/audit firm; a regulator or other standard-setting body for financial services firms; or in industry within a Safeguarding operations or policy role, risk management, compliance or internal audit role;
  • Growing expertise in interpreting rules and guidance for e-money and payment services institutions (or adjacent firms such as digital banks/other FinTechs), including but not limited to: CASS 15, the Payment Services Regulations, E-Money Regulations, European Banking Authority Guidelines, and relevant components of the FCA Handbook/ Approach Document;
  • A track record delivering regulatory or other related projects, such as contribution to the development of governance, risk or other types of operating frameworks; written analysis or presentations on how regulatory change impacts regulated firms; or other reporting on the quality of firm performance against expectations;
  • Ability to prioritise and manage projects/stakeholders effectively, with experience of the consulting/ audit engagement lifecycle and quality agenda considered a bonus.

Other useful skills:

  • A strong understanding of the policy-making and supervisory environment in relation to payments regulation within the UK and Europe, and knowledge of future regulatory developments which might impact our clients;
  • Transferable knowledge of best practice in the governance and oversight of any type of regulated firm, compliance operations or other aspects of a control environment;
  • Ability to communicate complex concepts in a straightforward and practical way to provide high-quality client service and advance future business opportunities.
