We're seeking a Program, Estimation & Preworks Lead to provide impactful leadership across our estimating, preworks, project management and consulting functions, helping shape successful project outcomes from tender through to delivery.

Location: St Andrews, Victoria (project site-based attendance required and with flexible work arrangements as agreed)

About the Role

As a senior member of the Client Services and Development Team, the Program, Estimation & Preworks Lead is responsible for leading our estimating, preworks, project management and consulting functions while supporting the successful delivery of environmental projects across Victoria. This role provides leadership across the entire project lifecycle, from tendering, procurement and pricing through to project mobilisation, delivery planning and program oversight. Working closely with clients, operational teams and senior leaders, you will ensure projects are commercially sound, operationally achievable, safe and aligned with organisational objectives.

Reporting to the Client Services and Development Manager, you will lead a multidisciplinary team comprising Project Managers, consulting personnel and preworks specialists while fostering a values-driven culture built on trust, accountability, inclusion and continuous improvement.

What You'll Be Responsible For:

  • Leading the estimating and pre-contract planning function, including tender submissions, pricing, methodology development and preworks planning.
  • Providing leadership across project management, consulting and program delivery teams.
  • Coordinating tender and EOI processes and maintaining strong client relationships throughout procurement and project planning stages.
  • Working closely with scheduling, logistics and operational teams to ensure effective resource planning and program delivery.
  • Driving commercial outcomes, operational performance and continuous improvement initiatives.
  • Leading a collaborative and psychologically safe team culture that develops capability and supports high performance.
  • Ensuring strong governance across safety, quality, environmental and compliance requirements.

About You:

You are an experienced leader with demonstrated success in project or program management, estimation, planning, tendering or operational leadership within environmental, natural resource management, construction, infrastructure, maintenance or similar industries. You bring:

  • Strong experience in tendering, estimating, procurement and project planning.
  • Proven leadership experience managing multidisciplinary technical teams.
  • Sound commercial and financial acumen.
  • Strong stakeholder engagement and relationship management skills.
  • Experience managing risk, safety and compliance requirements within operational environments.
  • A coaching leadership style that helps others grow and succeed.
  • The ability to balance competing priorities while maintaining a strong focus on client, people, safety and commercial outcomes.
