Role Overview and Purpose

The M&E Reactive Manager is responsible for leading, managing, and continuously improving the delivery of all reactive M&E maintenance activities across the London Underground assets. The role ensures compliance, fast response to breakdowns, robust contractor and engineer performance, and consistently high service levels. You will oversee operational delivery, budget control, resource planning, and strategic improvements to reduce downtime and enhance asset reliability.

Key Responsibilities

  • Operational Leadership
    • Lead the day-to-day management of the M&E reactive maintenance function across all sites.
    • Ensure all reactive works are completed safely, efficiently, and in line with statutory and contractual requirements.
    • Oversee triage, prioritisation, and assignment of reactive tasks to engineers or contractors.
    • Maintain strong communication with stakeholders on high-priority incidents, escalations, and resolutions.
  • Team & Contractor Management
    • Lead, mentor, and develop M&E supervisors, engineers, and reactive teams.
    • Manage contractor performance through SLAs, KPIs, and regular reviews.
    • Support recruitment, onboarding, and competency assessments for the engineering workforce.
    • Foster a positive culture of safety, accountability, and continuous improvement.
  • Compliance & Safety
    • Ensure all reactive works comply with statutory regulations (e.g., electrical safety, gas safety, LOLER, F-Gas).
    • Work closely with H&S teams to maintain safe systems of work and operational risk controls.
    • Review RAMS, incident reports, near misses, and audit findings, implementing corrective actions.
  • Performance Management & Reporting
    • Monitor and report on KPIs including response times, completion rates, first-time fix, downtime, and customer satisfaction.
    • Drive improvements through root‑cause analysis of recurring faults.
    • Produce weekly/monthly operations reports for senior leadership.
    • Ensure the CAFM system (e.g., Concept, Planon, Maximo) is accurate and well maintained.
  • Budget & Resource Control
    • Manage budgets for reactive works, labour, materials, and specialist services.
    • Identify cost‑saving opportunities while maintaining service quality.
    • Review quotes, approve purchase orders, and forecast future spend.
    • Optimise resource levels including engineers, callout rotas, and subcontractor use.
  • Strategic Improvement
    • Lead initiatives to reduce reactive demand through failure analysis and preventive measures.
    • Collaborate with the planned maintenance team to optimise PPM schedules and asset performance.
    • Drive digital transformation, automation, and data‑driven maintenance strategies.
    • Support asset replacement planning and lifecycle modelling.

Required Skills and Experience

  • Essential
    • Strong technical background in Mechanical or Electrical engineering (HNC/HND or equivalent).
    • Significant leadership experience managing M&E reactive maintenance teams.
    • In‑depth knowledge of statutory compliance and industry best practice.
    • Excellent stakeholder communication and customer service skills.
    • Proven ability to analyse data and drive performance improvements.
    • Experience with CAFM systems and robust reporting practices.
  • Desirable
    • Professional membership (e.g., CIBSE, IET, IWFM).
    • IOSH/NEBOSH qualification.
    • Experience within critical or high‑footfall environments (e.g., commercial offices, healthcare, retail, public sector, transport).
    • Budget management and commercial acumen.
