SHIFT PATTERN: Mon-Fri, 08:00 - 17:00. OOH's work likely to be required, 40 HOURS PER WEEK

ROLE OVERVIEW AND PURPOSE

The Head of Technical & Compliance provides strategic leadership and assurance for all ABM UK Hard Services compliance. The role defines, governs, and continually improves ABM's Technical and Statutory Compliance Framework, ensuring all engineering operations, mobilisations, and service delivery meet or exceed statutory, contractual, and ABM standards.

As the designated Authorising Engineer (AE), the postholder acts as ABM's competent authority for electrical, mechanical, and environmental compliance, providing guidance, oversight, and escalation support to Authorised Persons (AP) and Senior Authorised Persons (SAP) across the portfolio. The role will also lead the Central Technical Team, embedding a culture of technical excellence, safety, and consistency, and supporting the business in pre-contract, mobilisation, and steady-state assurance activities.

KEY RESPONSIBILITIES

  • Leadership & Governance
    • Define and maintain ABM's Technical and Statutory Compliance Framework across all disciplines.
    • Provide leadership to the Technical Managers (Electrical, Mechanical, Water & Environmental).
    • Chair the monthly Technical Compliance Board, driving actions and improvements.
    • Act as principal liaison with QSHE, Operations, and Clients on all technical compliance matters.
  • Assurance & Oversight
    • Maintain ABM's AE register and approve all appointments of APs/SAPs.
    • Oversee internal audits of statutory compliance and AE/AP systems.
    • Lead technical investigations of incidents, non-conformances, and H&S escalations.
    • Ensure systems and processes deliver full compliance to legal and ABM standards.
  • Mobilisation & Bid Support
    • Define mobilisation compliance packs and technical mobilisation checklists.
    • Support Sales and Bid teams in the inclusion of statutory requirements and risk assessments.
    • Provide technical input during due diligence, transition, and client onboarding phases.
  • People & Development
    • Mentor and develop the central technical team, promoting professional growth and cross-skilling.
    • Develop and deliver ABM's internal AE/AP training and competency framework.
    • Act as senior point of contact for engineering apprenticeships and professional registration routes.
  • Continuous Improvement
    • Identify and implement opportunities for innovation in compliance management and reporting.
    • Champion digital compliance tools, CAFM integration, and assurance dashboards.
    • Represent ABM at industry forums, ensuring our standards align with evolving legislation and best practice.

REQUIRED SKILLS AND EXPERIENCE

  • Chartered Engineer (CEng) or Incorporated Engineer (IEng) with IET, CIBSE, or equivalent.
  • Recognised Authorising Engineer for Electrical and/or Mechanical Systems.
  • Minimum 10 years' experience in technical services or engineering compliance at a senior level.
  • Deep working knowledge of statutory requirements (EAWR, PSSR, L8, F-Gas, Gas Safety, etc.).
  • Strong background in leading multi-disciplinary technical teams across large portfolios.
  • Experienced in auditing, safety governance, and client-facing technical assurance.
  • Excellent communication and influencing skills at senior stakeholder level.
  • Flexible, pragmatic, and capable of operating both strategically and hands‐on where needed.
