This post is for an experienced clinician Head of Service/Service Manager. The services covered within this role are; Children and Young Peoples Single Point of Access, Mental Health Support Teams in Schools, and our Community Team & CYP Haven Service all of which have their own leadership structure to support.

The Service Manager will have responsibility for providing the clinical oversight and integrity of the Children and Young Peoples Single Point of Access and providing oversight of all other service functions. Working as part the senior leadership team in CYP Emotional Wellbeing Early Support Service, including their clinical and operational leads, they will be responsible and accountable for effective service line management, operational delivery, workforce, quality and safety for their teams.

Main duties of the job

In this role, you will lead the development and delivery of the Emotional Wellbeing Early Support Service, building strong partnerships with CAMHS, commissioners, and local stakeholders to ensure timely, integrated support for children and young people. You will drive a co-produced, outcomes-based model, continually adapting services to meet local needs while achieving and exceeding KPIs. Responsibilities include ensuring high-quality contract performance, effective reporting, budget management, and holding Team Leads accountable for service standards. You will oversee staff supervision, training, and caseload management to ensure evidence-based, outcome-focused interventions are delivered. Using performance data, you will inform service improvements, manage capacity and demand, and maintain access times. Alongside this, you will support therapeutic activity development, safeguard quality of care, and provide on-call support as part of a rota. This is a dynamic leadership role requiring collaboration, innovation, and a clear vision to improve the wellbeing of children, young people, and families across Swindon.

Role Purpose:

The Service Manager will have responsibility for providing the clinical oversight and integrity of the Children and Young Peoples Single Point of Access and providing oversight of all other service functions. Working as part the senior leadership team in CYP Emotional Wellbeing Early Support Service, including their clinical and operational leads, they will be responsible and accountable for effective service line management, operational delivery, workforce, quality and safety for their teams.

Main Duties and responsibilities:

  • Establish the awareness and vision of the Emotional Wellbeing Early Support Service with staff, strategic partners, stakeholders and commissioners
  • Lead a positive partnership and collaborative approach with service partners and relevant stakeholders across Swindon, ensuring effective engagement with all parties and facilitate integrated system-pathways
  • Develop and evolve the service, co-produced with service users to continuously meet the changing needs of local people, communities, stakeholders and commissioners
  • Deliver an outcomes-based service delivery model, achieving and exceeding KPIs, ensuring effective allocation of resources and being responsive to service user, partner, and commissioner feedback
  • Ensure high-quality contract performance across all of its key elements, along with effective reporting and budget management.
  • To lead and work in Partnership with CAMHs with regular interface meetings to ensure appropriate and timely interventions are offered to CYP
  • Manage in a methodical manner, holding Team Leads to account; address and manage poor performance as it is encountered.
  • Ensure that all staff have access to appropriate line management and clinical supervision.
  • Analyse data and information relating to service performance to inform future service developments, identifying opportunities for redesigning services that improve efficiency, improve quality.
  • To develop and facilitate relevant and evidence based on therapeutic activities and interventions as appropriate to the patient group served
  • To ensure staff keep up to date with clinical knowledge and skills, are regularly supervised, have a manageable case-load, deliver an outcomes-focused service according to relevant and evidence-based clinical practice.
  • Ensuring services meet key performance indicators and internal and external targets identifying risks and mitigating actions.
  • Ensuring effective management of capacity and demand within their services, including the maintenance of access times for services.
  • Provide on call support inc Evening & Weekends as part of a rota.
  • Any other duties are appropriate to support the development of the service offer and quality of care received by CYP.

An experienced senior leader, with experience in a mental health environment, managing complex multi-component services

A positive and proactive leader with the ability to motivate, engage and support delivery teams to achieve the highest standards and outcomes

A strategic thinker able to foresee and take action to deal with problems and opportunities

Skilled in project management accustomed to using tools and processes to identify project goals, set and manage the schedule, anticipate and identify issues, remove obstacles, delineate responsibility, track task completion, and communicate progress

Able to build strong relationships fostering trust and cooperation among colleagues, stakeholders, community leaders, commissioners and sub-contractors Knowledge of emotional wellbeing needs in children and young people.

Experienced in working within CAMHS and have in depth knowledge and understanding of CYP mental health pathways

Strong understanding of the local support landscape or willingness to rapidly develop this knowledge.

Experienced in evolving and developing services within a complex health system in a co-produced way Proficiency with digital systems, including client management systems and Microsoft Office.

Person Specification Experience

  • Knowledge of development in MH CYP, family development and of transitions
  • Experience of specialist psychological assessment and treatment of clients with a range of psychological needs of a complex nature.
  • Experience of working in an enhanced need MH multi- disciplinary team environment and with external professionals such as emergency services.
  • Demonstrable experience as a leader in mental health
  • Experience of leading and inspiring large clinical teams
  • Experience working with commissioners
  • Ability to recognise and respond to concerns about child protection and safeguarding.
  • Experience of contract and performance management
  • Experience of budget management of services over £1m a year
  • Demonstrable experience of managing service improvement
  • Experience in quality improvement measures.
  • At least 5 years in mental health-related field
  • Experience of delivery/management of CYP mental health services
  • Experience within a commissioning environment
  • Experience of supply chain management

Qualifications

  • Mental Health or equivalent professional health qualification e.g. Allied Health Professional, Senior RMN Nurse, Clinical Psychologist, Psychotherapist Minimum of 2 years post qualification experience.
  • Evidence of post registration training.
