Purpose of the Role: This role leads the optimisation and continuous improvement of complex, end to end regulatory and casework services. The post holder will ensure that assessment, investigation, enforcement and authorisation activity operates efficiently, proportionately and fairly, while maintaining high standards of quality, public protection and procedural rigour. The role focuses on improving service flow, reducing delays and backlogs, strengthening data and insight, and embedding a sustainable culture of continuous improvement across operational teams.
Key Responsibilities:
- Service and Process Optimisation: Analyse and redesign end to end regulatory and casework processes, including assessment, investigation, enforcement and authorisation activity. Identify inefficiencies, duplication, delays and failure demand, and design proportionate improvements. Embed clear service standards and workflows that support timely, consistent and high quality decision making. Ensure processes align with statutory duties, regulatory principles, equality obligations and natural justice.
- Performance, Data and Insight: Develop and maintain meaningful performance measures covering timeliness, throughput, backlog, ageing, productivity and quality. Use data and insight to diagnose root causes of under performance and recommend evidence based improvements. Support operational leaders with practical dashboards and analysis to inform resourcing and prioritisation decisions. Track and report on benefits realisation arising from service improvement activity.
- Demand, Capacity and Flow: Analyse demand patterns, case complexity and capacity constraints across services. Support workforce and resource planning to improve flow and reduce backlogs. Help teams respond effectively to volume spikes, complexity changes or policy and regulatory change. Promote proportionate, risk based triage and prioritisation approaches.

- Stakeholder and Governance Support: Work closely with operational leaders, policy colleagues, digital and systems teams, legal and corporate services. Provide clear assurance, reporting and insight to senior leadership and governance forums. Support responses to audits, reviews and external scrutiny relating to operational performance. Ensure service changes are documented, controlled and auditable.
- Digital Enablement: Work with digital and systems teams to ensure case management tools support efficient workflows and good quality data. Act as a bridge between operational teams and technology delivery, ensuring user needs and regulatory requirements are clearly understood.
Person Specification:
- Proven experience in service optimisation, operational improvement or performance improvement within a regulatory, legal, public sector or professional services environment.
- Strong experience designing and implementing improved ways of working, including coaching and capability building.
- Sound understanding of end to end service design and process improvement.
- Demonstrable experience using performance data and insight to improve outcomes. Experience working with complex, judgement based processes rather than purely transactional work.
- Excellent stakeholder management skills, with the ability to influence without formal authority.
- Strong written and verbal communication skills, including producing concise, evidence based reports for senior audiences.
- High levels of integrity, discretion and respect for confidentiality.
- Experience within a regulatory, enforcement or professional standards environment.
- Familiarity with risk based regulation and proportionality principles.
- Experience supporting audits, reviews or oversight activity.
- Knowledge of case management systems and regulatory data environments.
- Formal training or accreditation in service improvement methodologies.
