We are seeking an experienced Pre-Construction Manager with a strong procurement and commercial bias to join a Tier 1 contractor delivering a major civil engineering and flood defence infrastructure scheme in the South West. This is a senior, influential role within the pre-construction team, focused on procurement strategy, early supply chain engagement and package development, playing a key part in shaping the successful delivery of a nationally significant infrastructure project. The role offers excellent exposure to complex heavy civils works, and a high level of autonomy within a well-established delivery team.
Key Responsibilities
- Lead and manage the procurement strategy through pre-construction and early delivery phases
- Develop and structure work packages across civils, marine, RC, temporary works, M&E and specialist subcontract scopes
- Drive early contractor and supply chain engagement (ECI)
- Prepare and issue tender documentation, scope of works and procurement schedules
- Manage tender processes including technical and commercial evaluation
- Lead negotiations and support appointment of key subcontractors and suppliers
- Work closely with estimating, planning and engineering teams to ensure cost certainty, buildability and programme alignment
- Provide procurement input into design development, value engineering and construction methodology
- Support development of the target cost and contract strategy
- Manage interfaces with designers, commercial teams, delivery managers and client stakeholders
- Ensure smooth transition from pre-construction into construction with clear package strategies in place

Our client is looking for someone with
- Proven experience as a Pre-Construction Manager, Procurement Manager or Senior Commercial Manager on major civil engineering or infrastructure projects
- Strong background in procurement-led pre-construction delivery
- Experience on flood defence, marine, highways, energy, rail or heavy civils schemes
- Deep understanding of subcontract procurement, contract strategy and supply chain management
- Confidence operating in complex, multi-stakeholder project environments
- Strong commercial acumen and negotiation skills
- Ability to influence design, methodology and delivery strategy at an early stage
