Atom Recruitment is currently partnering with a local authority to recruit an experienced Service Manager – Licensing on an interim basis. This is a key leadership role responsible for overseeing licensing services, committee processes, and frontline regulatory teams.
The Role
You will lead the delivery of licensing services in line with the Licensing Act 2003 while managing a team of Licensing Officers, Processing Officers, and Inspectors.
Key responsibilities include:
- Leading Licensing Committee processes, including preparing reports and presenting policy options to Members
- Overseeing licensing enforcement activity and ensuring compliance
- Supporting and developing frontline staff through site visits and inspections
- Representing the service at Safety Advisory Groups (SAGs)
- Providing both strategic and operational leadership
About You
We are looking for someone who can start quickly and bring:
- Management experience within a licensing or regulatory environment
- Strong knowledge of the Licensing Act 2003
- Experience supporting or leading committee processes and Member reporting
- A background in licensing enforcement and compliance
- Experience managing teams in a local authority or similar setting
- Strong communication and stakeholder management skills
Experience with Safety Advisory Groups is desirable.
Working Arrangements
Hybrid working with attendance required for committee meetings and operational support, including site visits.
