Job Title: OR(phone number removed) - HR Business Partner Contract Duration: 4 Months Hours Per Week: 37

  • Work Pattern: Hybrid- Twice in a week to Office
  • Job Purpose
  • To optimise the performance and impact of service delivery and implement the Council’s People Strategy through the provision of professional, HR Business Partner advice and challenge, effective people management and organisational/workforce design/ change activities.

Education and Knowledge

  • Mathematics and English GCSE (grade C or above) or equivalent
  • Relevant HR qualification or working towards MCIPD or equivalent.

  • Sets challenging targets for performance for the team as well as delivering a high degree of personal effectiveness
  • Ensures the Council’s policies for fairness and respect are delivered including setting high personal standards
  • Takes an active role in managing risk, health and safety and safeguarding issues.
  • Ability to communicate expertly at all levels with internal and external customers including negotiation/conciliation skills.
  • Ability to develop and maintain effective professional relationships with customers and stakeholders and able to present reasoned arguments in relation to complex issues, both verbally and in writing.
  • Ability to analyse complex information that is often multi layered and provide options and advise to keep the Council safe and ethical in cases that can be high risk to the Council/schools.
  • Ability to analyse terms and conditions for a range of occupational groups and form a range of recommendations to deal with complex situations.
  • Effective prioritisation skills and project management skills, meeting tight deadlines relating to statutory legislation for casework, employment tribunals etc.
  • Ability to design, coordinate and deliver high quality training to managers and school leaders/governors.
  • Sound core numeracy skills including the ability to undertake research, analyse statistical data and use the data to inform interventions.
  • Sound basic ICT skills, including key Microsoft Office applications and willingness to develop specific required competencies

Experience

  • A minimum of 3 years experience in providing HR support, advice and guidance to managers to include extensive experience of the full range of complex casework.
  • Experience of delivering HR services within a large unionised organisation, preferably local government/public sector.
  • Experience of Trade Union consultation and negotiations
  • Good understanding of and ability to interpret employment legislation and case law to provide risk assessed options to bring cases to a conclusion.
  • Experience of contributing to the development and implementation of strategic HR policy including workforce planning.
  • Thorough understanding of safeguarding and safer working requirements / issues.
  • Experience of supporting change management processes, including reorganisations within a large unionised environment
  • Understanding of health & safety issues in the workplace
