Development Partnerships Manager (Interims) Location: Local Authority Contract: 2-month rolling contract (with possibility of extension) Agency: Aatom Recruitment Aatom Recruitment is working with a local authority to recruit an experienced Development Partnerships Manager on an interim basis. This is an exciting opportunity to play a pivotal role in delivering high-quality, affordable housing across the borough through innovative development partnerships and alternative delivery models. About the Role You will be responsible for overseeing and driving the successful delivery of new housing supply on council-owned land. Working closely with internal colleagues, external partners, developers and government bodies, you will ensure new homes are well-designed, energy efficient, financially viable , and aligned with the council’s strategic objectives. This role also leads on the preparation of development agreements, land transactions, financial appraisals, and all partnership arrangements—safeguarding the council’s interests throughout. Key Responsibilities Strategic Development & Delivery Lead the delivery of new housing on council assets through alternative delivery models. Work with development partners to secure high-quality, sustainable and genuinely affordable homes. Develop innovative approaches to increase efficiency, value for money, and the volume of new homes delivered. Partnership & Stakeholder Management Engage with external stakeholders including the GLA and MHCLG to maximise funding and investment opportunities. Build strong relationships with developers, contractors, affordable housing providers, and potential delivery partners. Maintain an up-to-date understanding of the market and benchmark against best practice across London. Technical & Financial Oversight Lead site appraisals, financial modelling, and viability assessments using the council’s viability appraisal tools. Prepare and manage development agreements, land transfers, and other legal documentation. Submit and monitor grant bids through the OPS system and liaise with the GLA on funding applications. Governance, Compliance & Programme Management Ensure development activities comply with the council’s Constitution, Financial Regulations, Procurement Rules, and relevant legal frameworks. Secure governance approvals and manage project budgets effectively. Commission and manage consultants, specialists, and multidisciplinary teams. Monitor delivery performance and maintain a strong pipeline of opportunities. Leadership Line manage the Funding, Viability and Partnerships Coordinator. Deputise for the Head of Development and Partnerships when required. Required Skills & Experience Qualifications A relevant qualification in housing or property development OR Significant management-level experience in housing development, construction, or a related field. Essential Experience Proven experience working with developers and affordable housing providers, ideally within a local authority. Strong commercial acumen and experience negotiating development agreements. Managing complex development or regeneration programmes. Experience handling substantial budgets and completing financial/development appraisals. Knowledge of affordable housing mechanisms and securing external funding. Contract management experience, ensuring delivery against agreed outcomes. Managing multidisciplinary teams to achieve successful project delivery. Knowledge Strong understanding of housing, regeneration, and development issues in diverse, inner-city environments. Knowledge of governance, compliance, procurement, and health & safety obligations (including GDPR). Why Apply?
