This is a Strategic People Business Partner role operating at the heart of the organisation, working directly with Executive and Directorate leaders to shape how the business performs through its people.

As we strengthen our People Business Partnering model, this role will play a key part in driving organisational performance, building leadership capability and delivering change within a regulated environment. The focus is on ensuring the people strategy is not only defined, but translated into clear, consistent and measurable outcomes.

About the role

You will lead the people agenda across aligned directorates, ensuring priorities are clear, aligned and delivered. This is a role defined by ownership, influence and impact. You will shape how leaders think, how decisions are made and how performance is delivered through people, ensuring the organisation operates consistently, effectively and in line with regulatory expectations, while continuing to improve capability and ways of working.

Key responsibilities

  • Build strong, credible and influential relationships with EMT, OMT and senior stakeholders, operating as a trusted partner on business performance and people-related matters
  • Lead the development and delivery of directorate people plans, ensuring clear alignment to organisational priorities, performance outcomes and regulatory requirements
  • Provide clear, commercially grounded challenge and direction to senior leaders, influencing decision-making and strengthening accountability
  • Lead organisational design, workforce planning and capability development, ensuring the business is structured and equipped to meet current and future demands
  • Drive and embed change across directorates, ensuring delivery is controlled, sustainable and aligned to business and service priorities
  • Use data, insight and trend analysis to identify risks, inform decision-making and proactively shape interventions
  • Oversee consistency and quality of people practices through clear standards, assurance and senior level intervention
  • Lead, develop and raise the performance of the People Partnering team, setting clear expectations and building capability
  • Work closely with wider People Services functions (e.g. OD, Resourcing, Reward) to ensure a joined-up, effective approach to delivery
  • Identify and drive improvements to processes, systems and ways of working, strengthening consistency, efficiency and overall effectiveness

You will bring:

  • CIPD Level 7 (Associate or Chartered Membership), or equivalent professional experience
  • Degree-level education or equivalent experience
  • Strong working knowledge of employment law within a regulated environment (formal qualification desirable)
  • Proven experience operating at a senior or strategic HR/People Business Partner level within a complex organisation
  • A strong track record of influencing senior leaders, shaping decisions and delivering measurable business outcomes
  • Experience leading organisational change, with evidence of embedding and sustaining outcomes
  • Strong commercial judgement, with the ability to balance performance, risk and compliance
  • The credibility, resilience and judgement to operate effectively at senior level and navigate challenge
  • Experience leading, developing and improving the performance of People teams
  • A pragmatic, delivery-focused approach, with the ability to translate strategy into clear, workable actions
