Contract: 12-month fixed term, full-time, 35 hours per week, Monday to Friday

As a Transition & Housing Programme Manager, you’ll lead the delivery of a major Supported Housing Stock Transition programme, managing complex change across our housing portfolio. This is a hands-on role where you’ll balance programme delivery, stakeholder engagement, and resident impact. You’ll ensure transitions are safe, well-managed and compliant, while supporting vulnerable residents through change and improving the long-term sustainability of services. It’s a role where your leadership, organisation and judgement will directly shape outcomes for residents and the organisation.

Key Responsibilities

  • Lead the end-to-end delivery of the Supported Housing Stock Transition Programme, ensuring plans are delivered on time, within scope and aligned to organisational priorities
  • Provide day-to-day leadership and support to Transition Officers and project resources, ensuring high-quality delivery and clear direction
  • Oversee all resident-facing transition activity, including engagement, needs assessments, tenancy reviews, signposting and escalation management
  • Manage safe transitions to General Needs and property disposals, working closely with Housing, Assets, Legal, Finance and external partners
  • Act as the senior point of contact for Local Authorities, support providers and external stakeholders, maintaining effective partnerships and communication
  • Ensure all programme documentation, data and decision logs are accurate, up to date and audit-ready
  • Produce programme reporting for EMT, Boards and governance groups, including performance updates, risks and issue tracking
  • Identify, manage and escalate risks, ensuring appropriate mitigations are in place and residents are not adversely impacted
  • Lead move-on planning for residents whose needs cannot be met through General Needs provision
  • Ensure compliance with safeguarding, building safety, statutory requirements and internal policies throughout the programme
  • Drive continuous improvement, identifying opportunities to strengthen processes and improve resident experience
  • Act as Data Steward for the programme, ensuring data quality, integrity and governance compliance

More About You

  • Educated to GCSE level in Maths and English (grades A*–C), with a relevant degree or equivalent professional experience
  • This role will require travel and a full UK driving licence and access to a vehicle is desirable
  • Experience in housing management, supported housing, or change/programme delivery
  • Strong understanding of housing legislation, tenancy law and safeguarding
  • Proven ability to lead or coordinate complex programmes or multi-stakeholder projects
  • Confidence working with vulnerable households and sensitive resident situations
  • Strong data management and reporting skills, with attention to accuracy and detail
  • Excellent stakeholder engagement and communication skills, including with senior partners
  • Strong organisation skills, with the ability to manage competing priorities effectively
  • Experience in conflict resolution and problem solving in complex environments
  • Project management qualification (e.g. PRINCE2 or APM) is desirable
