MAIN DUTIES AND RESPONSIBILITIES
- Design and build high quality data and intelligence reports and produce analysis to meet the needs of the service using relevant business intelligence tools (e.g. Power BI, Business Objects, SQL) for a variety of audiences including Service Directors, Heads of Service, Boards, members and external partners as required.
- Coordinate and lead the processing of statutory returns to Government, including data cleansing, analysis, validation and sign off procedures on behalf of the Council and Derby Homes in accordance with relevant requirements and deadlines.
- Maintain a good understanding of service context, structures and business processes to inform the development of enhanced reporting which meet the needs of users.
- Liaise with ICT, software suppliers and services to ensure that upgrades and software issues are resolved to a satisfactory standard and statutory requirements are met.
- Attend external meetings/workshops/user groups with software providers, other authorities and partner organisations and/or government departments to keep up to date with latest developments and ensure that systems and processes are improved for end users.
- Provide system administration, support, training and guidance in using business applications as appropriate.
- Design and build ad hoc reports for service users, responding promptly to urgent requests which may be needed for inspection, strategy or commissioning purposes.
- Create statistical analysis and interpretation of data and intelligence for managers identifying trends, forecasting and projections to inform decision making.
- Devise innovative business intelligence solutions that meet user needs and contribute towards the development of the service offer.
- Provide accurate and timely datasets to support Inspection and Audit regimes.
- Monitor the data quality of systems to ensure that the information included in reports and statutory returns is correct. This involves the creation of exception reports and liaising with the service area to ensure that data quality guidelines are followed and inaccuracies are corrected.
- Respond to Freedom of Information requests as required.
- Support the raising of awareness of information governance and data quality standards and responsibilities, for example the Data Protection Act.
- Provide training and advice for internal and external partners to enable accurate and effective data returns which meet statutory requirements and local data quality standards, using different approaches to train different audiences such as members of internal or external teams.
- Undertake benchmarking with other authorities and sectors to inform performance analysis.
- Work closely with senior managers and the Policy and Insight Team to develop, compile and monitor key performance measures within the corporate performance reporting system to evaluate impact and to assess implications for service improvement and delivery.
- Support service improvement processes, including business planning and performance surgeries as well as contribute to the development and implementation of Performance Management frameworks.
- Deputise for the Insight Manager as required.
- Provide coaching, training and supervision for Analysts, Data Support Officers and temporary employees as required.
- Respond promptly to enquiries and information requests from service users.
- Liaise as necessary with all Council directorates, other local authorities.
