About the job

Main Purpose of Post:

  • Ensure an efficient and effective delivery of the recycling and waste service to the stakeholders that meets the Councils and the Governments performance criteria including continuous improvement.
  • Work as part of a team of recycling & waste operatives in the collection of domestic, trade/recycling on designated rounds.
  • Be responsible for a recycling and waste collection vehicle and undertake all driving activities relating to that vehicle.
  • Provide the first point of contact to the public in the promotion of recycling, providing guidance and assistance to maximise recycling collected from the householders and traders.
  • Use initiative to suggest and implement better work methods, alter the order of work to achieve priorities, apply problem solving and decision making to achieve tasks successfully, to the standards required and in compliance with health & safety regulations.
  • Ensure that any vehicles which are entrusted into your care are driven safely, efficiently and lawfully. This includes due diligence in ensuring that the vehicle is not overloaded.
  • Be prepared to operate and drive large bespoke vehicles sometimes in extreme conditions, snow, ice and darkness over arduous routes.
  • Receive and put into operation technical instructions and report back any unexpected/unforeseen hazardous conditions and assist in the co-ordination of resources in reaction to unforeseen conditions.
  • In the absence of the Recycling & Waste Supervisor and Foreman and as the more senior officer on site, use your initiative to make decisions based on operational instructions to make any necessary alterations or adjustments as the circumstances may dictate.
  • Ensure the team are fully aware of any change in circumstances and instruct them appropriately.
  • Ensure that any simple routine maintenance recommended by the manufacturer or included in the relevant operating procedure is carried out in accordance with the manufacturers instructions.
  • Ensure that the vehicle is in a roadworthy condition and carry out daily inspections in accordance with PCC procedures, reporting promptly any defects to the Recycling & Waste Supervisor and the Vehicle Maintenance Workshop.
  • Ensure that the vehicle is in a clean & tidy condition externally and internally by carrying out regular cleaning and washing.
  • Drive the vehicles but also assist with the physical collection of designated waste and recycling which includes checking that the contents of the containers are not contaminated with the wrong items.
  • Work with other staff in the Recycling & waste service to undertake and assist in the promotion of recycling and enforcement duties.
  • Work in close liaison with the Waste Compliance Officer to bring forward prosecutions where appropriate.
  • Carry out enforcement process in accordance with the guidance and direction from the Recycling & Waste Supervisor.
  • Provide advice and guidance to members of the public as the circumstances require and respond appropriately to members of the public particularly in situations when they may be demanding and highly emotional.
  • Collect and report information as required by the Recycling & Waste Supervisor including using electronic systems (PDAs) where appropriate.
  • Maintain and update work records both on paper and using handheld electronic devices as necessary and provide simple work assessment reports as requested by the Recycling & Waste Supervisor.
  • Attend mandatory training as instructed by the Recycling & Waste Supervisor to ensure levels of skill and competence are maintained to the standards required to carry out the Operative role effectively and safely.
  • Adhere to and apply the principles of the Councils Health & Safety policy.
  • Undertake and maintain records of Health and Safety checks in relation to Personal Protective clothing and Equipment.
  • Work in accordance with policies and risk assessments, making decisions based on dynamic assessments of any changing conditions and circumstances on site.
  • Predominantly work outside in all weather conditions.

PERSON SPECIFICATION

Experience:

  • Considerable experience and a working knowledge of waste and recycling collection activities and processes.
  • Experience of multi point driving activities and waste & recycling collection driving duties.
  • Experience of customer contact and knowledge of personnel safety issues in a customer environment.
  • Experience and a working knowledge of H&S systems.

Knowledge:

  • A working knowledge of the range of equipment used by the teams and ability to provide advice on best practice and how to overcome problems.
  • Good knowledge of geographical areas and characteristics.

Registrations, Qualifications & Training:

  • NVQ Level 2 or equivalent qualification or relevant experience in waste & recycling collection systems.
  • Safety on the Highway.
  • HGV/LGV full driving license, category C.
  • Health and Safety Certificate to a minimum standard of IOSH Managing Safely or equivalent / or commitment to work towards achievement of this certificate.
  • Willingness to undertake appropriate waste, health & safety or quality training.

  • Ability to receive and interpret detailed instructions correctly.
  • An ability to successfully communicate effectively at all levels.
  • Ability to deal with the public to defuse potentially difficult situations.
  • Good organisation skills.
  • Ability to work in confidence and with minimum supervision.
  • The ability to work alone under pressure in adverse conditions and at unsocial hours.
  • Ability to work on scheduled bank holidays as per rota.
  • Ability to assist across the HTR service with any emergency situation if required.
