Purpose of the job: Delivery of electrical engineering works across a number of specialist contracts including refurbishment and replacement projects.
Principal accountabilities:
- Design, procure and supervise major and minor mechanical engineering projects, including managing term contracts.
- Undertaking pre, post and intermediate inspections of works where necessary to ensure adherence to specification, quality control and compliance with mandatory requirements.
- Overseeing the compilation of relative contract and regulatory documentation, scrutinising and checking such documentation to ensure the council's contractual and mandatory obligations are met.
- Provision of electrical consultancy advice to Senior Contracts Managers undertaking management of electrical contracts and investment projects.
- Day to day contract management of specialist electrical contracts ensuring best value and exemplary customer focused delivery.
- Preparation and implementation of design specifications.
- Negotiating contracts for electrical engineering projects that provide best value for the Council.
- Delivery of electrical engineering Improvement Programmes including input to the Council's Gateway and other approval processes.
- Ensure that adequate records and monitoring systems are in place to ensure that Contractors deliver in accordance with their contracts and that the Council complies with its statutory obligations.
- Strategic planning for future investment in building services, including involvement in schemes to improve the sustainability of the council's housing stock.
- Research into alternative energy sources and the preparation of reports for consideration by Senior Management.
- In conjunction with the Contract Manager and the Senior Quantity Surveyor, provide the financial and programme information required to report progress and expenditure.
- Ensure that all invoices and valuations are checked and payments authorised.
- Work with Project Managers to procure electrical refurbishment and replacement contracts.
- Attendance on evaluation panels, liaison with tenants and leaseholders.
- Prepare reports, written advice and support to the Senior Management Team, Business Unit and Project Managers.
- Oversee the preparation of specifications and prepare work schemes.
- Undertake project co-ordination and monitor progress.
