About the job

PURPOSE OF THE JOB

To manage the design and delivery of an Early and New Careers (ENC) pilot for the Planning and Growth department as set out in the accompanying scope of work, ensuring effective support of the department's goal of developing and maintaining a highly-skilled, resilient, and representative workforce.

To provide specialist expertise, advice and guidance on early and new careers pathways, promoting their role in addressing skills gaps, improving workforce diversity, and enabling people of all backgrounds to develop successful careers.

To work collaboratively with HR, Organisational Development and Education to promote the council's employer brand and attract the very best early careers talent for Planning and Growth.

To manage the design and delivery of a holistic offer to all participants on the Planning and Growth ENC pilot, including pastoral, learning and peer-to-peer support, to ensure that all learners can achieve their full potential.

To support line managers hosting participants on the Planning and Growth ENC pilot, ensuring they have the tools to effectively support participants.

PRINCIPAL ACCOUNTABILITIES

  • To build on existing good practice and design an accessible early and new careers pathway for the Planning and Growth Department.
  • To develop and co-ordinate the delivery of a 6 month pilot for the recruitment of interns, apprentices and graduates, aligned to business needs including relevant workforce strategies and plans.
  • To develop guidance for all aspects of work placement opportunities within the department and pilot an all-age work placement programme.
  • To work collaboratively with colleagues in the resourcing team, Organisational Development, Education and other relevant stakeholders, to develop creative ways to enhance and promote careers in Planning and Growth, building on the council's reputation as a destination employer.
  • To develop and maintain relationships with local education and training providers, employment support providers and industry bodies.
  • To design, develop and implement approaches to recruitment and selection that are transparent, fair and engaging, and enable the identification of the very best early and new careers talent for Planning and Growth.
  • To co-ordinate the onboarding and induction of participants on the ENC pilot.
  • To monitor and report on the diversity of participants on the ENC pilot, and manage the development and co-ordination of action plans to address any concerns.
  • To work with Organisational Development to select appropriate training providers to deliver apprenticeships in the Planning and Growth department, ensuring full compliance with the council's procurement policies and processes.
  • To proactively monitor and challenge the performance of training providers by analysing management information, engaging with learners and line managers, and implementing a robust contract management strategy.
  • To ensure participants on all parts of the ENC pilot benefit from pastoral learning and peer-to-peer support.
  • To evaluate the delivery and impact of the ENC pilot and manage the development and co-ordination of action plans to address opportunities for improvement.
  • To champion and proactively support the implementation of the Stands Together vision to be an ever more inclusive, anti-racist organization.
  • To model the behaviours required of all staff and demonstrate commitment to the council's values.
  • To ensure that all duties and responsibilities are discharged in accordance with the council's policies and procedures, and any relevant legislation and regulation.

Organisational context

The Early and New Careers Development Lead will work collaboratively with peers, managers and partners to ensure the Planning and Growth Department can attract, develop and retain the early careers talent required to develop and maintain a highly skilled, resilient workforce. Project updates will be reported periodically to the Planning and Growth Department Management Team.

PERSON SPECIFICATION

  • Knowledge of early careers and new career programmes, especially related to professions in Planning, Regeneration, and Economic Development.
  • Degree or equivalent professional qualification or experience.
  • Evidence of continued professional and personal development.
  • Relevant work experience leading change programmes within HR, Organisational Development, training, or education within an equalities, diversity and inclusion framework (preferably a minimum of 2 years experience).
  • Experience supporting the design and delivery of apprenticeship and/or early and new careers programmes or similar.
  • Experience of providing individuals with pastoral, learning and/or peer-to-peer support.
  • Experience of procuring and contract managing external providers to deliver high quality, cost effective outcomes.
  • Experience of analysing data to proactively drive continuous improvement and change.
  • Experience of service design and service improvement activity in an organisational development context.
