We are seeking an experienced and proactive People Business Partner to provide expert HR support across the organisation. This is a key role within the People & OD function, acting as a trusted adviser to managers, supporting organisational priorities, and ensuring compliance with employment legislation, HR policy, and best practice. The successful candidate will work collaboratively across services, supporting operational and strategic HR delivery while contributing to organisational development, employee engagement, learning and development, and change management initiatives.

Key Responsibilities

  • Partnership Working and Stakeholder Engagement
  • Deputise for the Service Manager – People & OD when required
  • Represent at regional and national HR forums
  • Provide expert advice on employee relations, employment law, policies, and procedures
  • Manage a varied caseload including disciplinary, grievance, absence management, capability, TUPE, organisational change, and appeals
  • Develop and deliver HR policies, training, and briefings
  • Strategic HR and Organisational Development
  • Support the delivery of strategic HR projects and organisational change programmes
  • Lead on delegated HR and OD initiatives

You will bring:

  • Strong employee relations and case management experience
  • Experience working within a unionised environment
  • Knowledge of employment legislation and HR best practice
  • Experience leading change programmes and managing complex HR issues including TUPE
  • Excellent communication, influencing, and stakeholder management skills
  • Experience designing and delivering training
  • Strong organisational and project management skills
  • Working knowledge of HR systems and Microsoft applications including SharePoint and OneDrive
  • Level 5 CIPD qualification or equivalent experience
  • Evidence of continued professional development
