As part of an ambitious programme of change, they are seeking a Head of Finance - Technical to lead our technical finance operations and ensure strong governance, compliance, and financial resilience.
Reporting to the Assistant Director of Finance and working closely with the Director of Resources, the successful candidate will play a critical role in maintaining robust financial management during a period of significant organisational change, including Local Government Reorganisation.
Key Responsibilities- Provide strategic leadership on statutory accounting, treasury management, taxation, and financial compliance
- Act as a principal financial adviser to senior leadership, members, and committees
- Lead the closedown of accounts and production of the Statement of Accounts
- Manage relationships with External Audit
- Line manage a Finance Manager and provide strategic direction to teams covering technical accounting, treasury, insurance, income, and payments
- Identify and lead opportunities for innovation, compliance improvement, and risk mitigation
- Maintain up-to-date knowledge of relevant legislation and accounting standards
You will be a qualified finance professional (CIPFA, ACCA, CIMA or equivalent) with:
- Significant experience in technical finance, statutory accounting, and audit
- Strong leadership and people management skills
- The ability to explain complex financial matters clearly and confidently
- A proactive, collaborative approach and high attention to detail
- The agility to operate effectively in a changing environment
- Experience within local government or a similar public sector setting is highly desirable.
