Finstech is recruiting on behalf of a well-established public-sector housing provider for an experienced Building Surveying Manager.
This is a senior opportunity for a qualified building surveying professional to take ownership of responsive repairs, planned maintenance and major capital improvement programmes across a substantial residential property portfolio.
You will lead a technical surveying team, oversee complex projects and procurement activity, and ensure services are delivered safely, compliantly, on time and within budget.
You will play a central role in maintaining and improving homes for residents, while driving quality, value for money and consistently strong customer service.
Working closely with senior stakeholders, contractors, residents and internal service teams, you will lead the delivery of high-value and technically complex building maintenance and improvement projects.
This role would suit someone who enjoys balancing strategic leadership with hands-on technical oversight.
You will be comfortable working with tenants, contractors, colleagues, senior leaders and elected members, while maintaining a clear focus on safe, compliant and value-for-money delivery.
You may occasionally need to work outside normal hours, including attendance at evening meetings.
Key responsibilities include
- Leading, supporting and developing a team of building surveying professionals and technical officers.
- Planning, allocating, monitoring and progressing team workloads to meet service, quality and safety standards.
- Leading high-value capital works, planned maintenance and responsive repairs programmes.
- Managing projects from feasibility, specification and procurement through to delivery, contract management and completion.
- Preparing estimates, drawings, specifications, tender documents and contract documentation.
- Managing competitive tendering and quotation processes in line with procurement procedures.
- Overseeing contractor performance, including quality, costs, programme, health and safety, meetings and performance improvement.
- Ensuring compliance with relevant health and safety, environmental, building regulations and CDM requirements.
- Reviewing significant customer complaints and contractor disputes, ensuring issues are resolved effectively and lessons are translated into service improvements.
- Managing significant budgets and identifying opportunities to improve value, delivery standards and resident experience.
- Providing technical advice and clear reports to senior management and other key stakeholders.
- Contributing to the development and implementation of property, maintenance and investment strategies.
About you You will be a credible, commercially aware and customer-focused building surveying professional who can lead people, manage complex programmes and communicate confidently with a wide range of stakeholders.
You will ideally bring
- A Building Services-related degree, or an equivalent professional building-related qualification.
- At least five years' relevant post-qualification experience.
- Strong knowledge of relevant building, gas, electrical, health and safety and environmental legislation.
- IOSH Managing Safely certification as a minimum.
- Proven experience of supervising, managing or developing a technical team.
- Strong project and programme management experience, with a record of delivering work to agreed time, cost and quality standards.
- Experience managing repairs, planned maintenance, capital works, procurement and contractor-led delivery.
- Experience writing specifications, preparing tender documentation and working with standard forms of building contract.
- Sound budget-management, risk-management and commercial skills.
- The ability to understand complex property or customer issues and communicate practical, accurate advice.
- Excellent organisation, negotiation, relationship-building and presentation skills.
- Confidence using databases, spreadsheets and Microsoft Office applications.
- Desirable experience Applications will be particularly welcome from candidates with:
- Experience in social housing, local authority housing, housing association or wider residential property environments.
- Membership of a relevant professional body.
- Knowledge of disability adaptations and associated regulations.
- A recognised management qualification.
- NEBOSH or a comparable health and safety qualification.
- Experience of quality assurance processes and continuous service improvement
- Familiarity with public-sector procurement and governance requirements
