This is an excellent interim role that sits within a large UK public sector organisation, to lead a central Procurement and Commercial function during a period of significant change. The role provides professional leadership to a specialist team and plays a key enabling role in supporting strategic commissioning, contract management and compliance with the Procurement Act 2023.
Responsibilities:
- Provide professional leadership and management to a team of 10+ procurement and commercial specialists
- Act as an enabling function supporting service areas to deliver strategic commissioning objectives
- Drive effective procurement and commercial practice, delivering operational, financial and social value
- Support commissioning strategy development across the organisation
- Lead improvements in contract management capability and practice
- Ensure implementation and compliance with the Procurement Act 2023
- Oversee the rollout of updated Contract Procedure Rules and procurement act tasks
- Lead implementation of a new Commissioning Framework
- Oversee delivery of a new contract management module within the finance system
- Support councillors and senior stakeholders in a complex political environment
Requirements:
- Extensive public sector procurement and commercial leadership experience
- Strong understanding of political governance and working with elected members
- Proven experience implementing procurement legislation and governance frameworks
- Experience leading specialist teams through significant change
- Strong strategic commissioning and contract management capability
- Able to work predominantly remotely with occasional office attendance
- Available to start in February for an interim contract of up to six months
