We are supporting a major UK Government organisation to appoint an experienced Interim Senior Commercial Manager to play a pivotal role in shaping early‐stage commercial strategy across a significant Construction Infrastructure portfolio. This is a high‐profile, front‐end commercial role, operating well before procurement activity begins. Your work will directly influence how critical national infrastructure is structured, packaged, and delivered‐setting the foundations for long‐term success. You will provide strategic commercial leadership across framework design, delivery model assessment, market engagement and strategic outline development, operating in a complex and highly regulated environment. This role will particularly suit someone who enjoys ambiguity, operates confidently at pace and brings credibility when engaging senior and executive stakeholders.
Responsibilities
- Lead early‐stage, pre‐procurement commercial strategy for large‐scale infrastructure programmes
- Design and shape commercial frameworks and delivery models
- Define and influence market engagement and sourcing strategies
- Provide clear commercial insight and challenge within a regulated, public‐sector context
- Operate as a trusted commercial adviser to senior stakeholders
Qualifications
- Proven experience operating at the very front end of the commercial lifecycle (pre‐procurement)
- Strong background in Infrastructure / Construction / Facilities environments
- Demonstrable track record in pre‐procurement strategy and framework design
- Gravitas and confidence to influence senior and executive‐level stakeholders
- Experience working within regulated industries
- Comfortable navigating complexity, ambiguity, and high‐impact decisions
