An exciting opportunity has arisen for an experienced Senior Business Analyst to join a major digital transformation programme delivering meaningful public impact at scale. This role sits within a fast-paced, multidisciplinary environment focused on designing and delivering user-centred digital services that support complex operational and policy outcomes. You'll play a key role in shaping new services from the ground up, identifying gaps, defining solutions, and driving continuous improvement through Agile delivery.
The Role
You’ll work closely with delivery, policy, legal, and technical teams to understand business needs, analyse complex challenges, and help create scalable digital services aligned to organisational goals. This is a hands‑on Senior BA role requiring someone who is proactive, highly collaborative, and confident working in ambiguity without relying on legacy systems or established processes.
Key Responsibilities
- Conduct business analysis across people, process, technology, policy, and data
- Identify service gaps, opportunities for improvement, and business change requirements
- Translate business needs into actionable user stories and delivery outcomes
- Support operating model design and organisational change initiatives
- Facilitate stakeholder engagement across technical and non-technical teams
- Work within Agile multidisciplinary teams to support iterative delivery
- Assess policy and business constraints and advise on implications
- Help shape business analysis best practice and support BA community development
Requirements
- Significant experience operating as a Senior Business Analyst within digital delivery environments
- Strong Agile delivery experience with multidisciplinary teams
- Proven ability to work independently in fast-moving, evolving programmes
- Excellent stakeholder management and communication skills
- Experience analysing complex business problems and influencing outcomes
- Ability to bridge gaps between policy, legal, operational, and digital teams
- Strategic mindset with strong problem-solving capability
