We are seeking an experienced Procurement Business Partner to lead procurement activities within our Transport & Place Directorate. This role will support major operational and regeneration programmes, including Metro and bus contracts, ensuring delivery of high-quality, compliant commercial outcomes. You will act as a trusted advisor to directorate stakeholders, driving best-practice procurement aligned with the latest Public Procurement Act requirements. You will manage a small team to provide proactive commercial support across NEC3, JCT and other relevant contract forms.
Key Responsibilities
- Lead strategic procurement activity across Transport & Place - with a strong focus on bus services and associated transport infrastructure contracts.
- Deliver robust end-to-end procurement solutions within public sector compliance frameworks.
- Advise on complex contracts including NEC3, JCT and regeneration-related commercial arrangements.
- Build strong partnerships with senior stakeholders to influence and shape commercial strategies.
- Ensure full compliance with the new Procurement Act and organisational governance policies.
- Lead and develop a procurement team of 2-3 professionals, fostering capability and continuous improvement.
- Manage supplier relationships to secure value for money, innovation and service excellence.
- Support ongoing transformation and commercial continuous improvement initiatives.
About You
- Fully qualified MCIPS (Chartered Institute of Procurement & Supply) - this is a mandatory requirement.
- Proven procurement experience within transport, infrastructure, or related public‑sector environments.
- Strong understanding of NEC3/JCT contract structures.
- Demonstrable experience managing and developing a small team.
- Strong commercial, negotiation and supplier‑management skills.
- Experience within local authority or broader regulated environments.
- Knowledge of regeneration programmes and the wider transport sector landscape.
