Key Responsibilities
- Develop and maintain the company's global employment compliance framework, ensuring compliance with local labor laws and employment regulations across multiple jurisdictions.
- Monitor and interpret changes in labor legislation, employment regulations, social security, payroll, immigration, and tax-related employment requirements worldwide, and provide timely compliance guidance to business leaders and HR teams.
- Design compliant workforce solutions for overseas operations, including: Local employment, Employer of Record (EOR), Independent Contractors, Agency Workers, Fixed-term and Permanent Employment, International Assignments and Secondments.
- Review, draft and negotiate employment contracts, contractor agreements, secondment agreements, confidentiality agreements, and other employment-related documentation.
- Conduct employment compliance assessments and identify potential labor, payroll, tax, immigration, and employment risks associated with overseas operations.
- Support overseas business expansion by providing employment compliance advice during new market entry, entity establishment, mergers, acquisitions, and project mobilization.
- Establish global employment policies, governance standards, and compliance procedures to ensure consistency across international operations.
- Manage relationships with external employment law firms, EOR providers, payroll vendors, immigration consultants, and other HR service providers.
- Partner closely with Legal, Tax, Finance, Payroll, Procurement, and Global Mobility teams to ensure end-to-end employment compliance.
- Deliver employment compliance training and provide ongoing advisory support to HR professionals and business leaders.
Qualifications
- Bachelor's degree or above in Human Resources, Law, Business Administration, or a related discipline.
- Willingness to be based in Sanya, China on a long-term basis.
- At least 8 years of experience in global employment compliance, international HR, employment law, global mobility, or related fields.
- Strong knowledge of international labor laws and employment regulations across multiple jurisdictions, particularly in Africa, Southeast Asia, Central Asia, Latin America, and other emerging markets.
- Hands-on experience designing and implementing compliant international employment solutions.
- Solid understanding of: International labor law, Global payroll compliance, Social security regulations, Employment tax, Immigration and work authorization, Cross-border employment arrangements.
- Experience working with Employer of Record (EOR) providers such as Deel, Remote, Papaya Global, Velocity Global, Atlas, or similar providers is highly desirable.
- Experience working with multinational corporations, global consulting firms, international law firms, or global HR service providers is preferred.
- Strong analytical, project management, communication, and stakeholder management skills.
- Excellent written and spoken English; additional languages would be an advantage.
