The Sustainable Travel Manager is responsible for developing and delivering future colleague travel strategies that support the Development Consent Order (DCO) for Heathrow expansion, while advancing existing initiatives aligned to the targets set out in the Airports National Policy Statement (ANPS). The role ensures strong strategic alignment between business‑as‑usual activity and expansion‑related programmes, with a particular focus on capturing, analysing, and documenting robust colleague travel data to support transport modelling and statutory planning requirements.

The role also provides assurance to regulators and stakeholders on progress towards ANPS targets, identifying and communicating key risks, challenges, and opportunities. To maintain momentum towards DCO objectives, the postholder leads the delivery of colleague travel initiatives, including the Way2Go communications campaign across Team Heathrow, and oversees the development and execution of the Colleague Travel Engagement Plan. Building effective and collaborative relationships with businesses and stakeholders across the Heathrow campus is integral to driving successful outcomes.

Responsibilities

  • Lead the implementation and continuous improvement of the Colleague Travel Engagement Plan, ensuring alignment with ANPS requirements, DCO commitments, and wider sustainability objectives, while contributing to the future Colleague Travel Strategy.
  • Develop and deliver medium‑term plans to reduce colleague vehicle movements, including parking strategies, travel demand management, and behaviour change initiatives, ensuring outputs are evidence‑based and auditable for DCO consent.
  • Define and assure transport modelling approaches, including scope, assumptions, and methodologies, ensuring compliance with the Planning Act 2008, EIA Regulations, and DCO requirements.
  • Oversee modelling outputs, ensuring impacts on highways, junctions, and network performance are clearly identified, mitigated, and robust enough for statutory scrutiny.
  • Lead stakeholder engagement on colleague travel matters, acting as a subject‑matter expert in DCO consultations and examinations, and translating complex technical outputs into clear, evidence‑based narratives.
  • Support DCO programme delivery and governance by managing risks, ensuring alignment to key milestones, maintaining strong auditability, linking investment to measurable outcomes, and providing clear reporting on progress and performance.

Qualifications

  • Strong experience in transport planning, sustainable travel, or surface access strategy within major infrastructure or complex development programmes.
  • Proven understanding of Development Consent Orders (DCO) and statutory planning requirements.
  • Strong communication and relationship‑building skills, with the ability to engage effectively with a wide range of stakeholders.
  • Ability to lead cross‑functional activity and influence senior stakeholders.
  • Strong analytical and problem‑solving skills, with the ability to translate technical information into clear and actionable recommendations.
  • Experience working with data, including analysing complex datasets, synthesising information, and identifying meaningful insights and connections.

Ideally, you will also have

  • Experience working on nationally significant infrastructure projects (NSIPs).
  • Familiarity with ANPS or similar policy frameworks.
  • Experience presenting to regulators or examination panels.
  • GIS skills and/or ability to use Power BI to visualise data.
