Why we need this role

Reporting to the HSE North Region Business Partner Lead, this role's mission is to contribute to and be part of the Group HSE department, with specific focus on the day-to-day operations of HSE in the country where he/she is based and with links into wider European and Global geographies. You’ll drive the implementation of the local HSE Plan of Activities (risk assessments, inspections, medical check-ups, HSE training programme, emergency preparedness…) through good engagement with the external HSE providers (where available), ensuring they comply with their legal obligations and providing on-site customer support to the country staff. You’ll also manage the ISO 14001:2015 and ISO 45001 certified management system ensuring these certifications/alignment are retained in the country under scope. Lastly, you will also support the HSE North Region Business Partner on the day-to-day management of the Rail Industry Supplier Qualification Scheme (RISQS) requirements to ensure this certification is retained.

What you will do

  • Support Colt’s Health and Safety Governance model and ensure the country retains ISO 14001:2015, ISO 45001 and RISQS.
  • Support and complete any HSE administrative tasks needed locally.
  • Provide day-to-day health and safety advisory support to staff within those countries regardless of business area.
  • Support and ensure implementation of the risk assessments procedures, including those conducted by the external providers when applicable.
  • Act as Duty Holder according to asbestos regulation in the country.
  • Contribute to the formulation of global and local HSE procedures.
  • Ensure up-to-date HSE documents in conjunction with local countries legislation and HSE Management System.
  • Ensure records of work carried out are maintained accurately and on time.
  • Ensure completion of the Emergency Preparedness activities (emergency plans are kept up to date and tested periodically, fire risk assessments are completed, emergency teams are defined, updated and trained, informative documents are up to date…).
  • Manage and implement monitoring inspections/audit programmes, supporting any internal audit conducted in the country, together with periodical reviews of asbestos containing materials (ACMs) of those sites affected.
  • Undertake formal legal impact assessments for the country where based, extending remit when requested to other countries of operation due to business needs.
  • Ensure corrective HSE actions are properly tracked and followed-up until closure in the central action tracker tool.
  • Conduct HSE incident investigations using internal tool and promote a HSE incidents reporting culture.
  • Contribute to the HSE communication/culture change programme and web portal content.
  • Supervise the completion of e-learning modules released by HSE Group as a part of required HSE training for the country under scope.
  • Work closely with other HSE Team members to deliver against group and local HSE goals.
  • Support the management of any H&S Committee or employee representatives relationships in accordance with local regulations in the country where this role is based.
  • Support HSE country annual budget forecast and its periodical management and follow-up ensuring financial information is kept up-to-date when required.
  • Need to travel inside the country to different sites (where applicable).

  • ISO 14001:2018 certification retained for the country.

  • HSE assigned budget elements are kept up-to-date and followed.

  • HSE Group team members.
  • Employees (all types), with special focus on operational staff (Facilities, OSP, Critical Infrastructure teams).
  • Service Providers (including Facilities/O&E providers HSE support and monitoring).
  • Public Administration and regulators (when applicable, e.g., Labour Inspection, RISQS authorities, Network Rail, HSE, ORR and RAIB).

What we're looking for

Skills & Experience

  • A minimum of 1-2 years’ experience as H&S technician in a company H&S department (preferable experience in a Telecom safety role) or an external health and safety provider.
  • Experience in an Environmental position is also required together with significant knowledge and experience on rail safety in the UK (working within a rail contractor organisation or rail infrastructure owner environment).
  • Must possess at least a formal recognised as H&S technician (e.g. NEBOSH National General Certificate, Tech IOSH).
  • Possess Personal Track Safety certification to be able to attend rail sites.
  • Management experience of ISO14001 and/or ISO 45001:20018 certified management systems and RISQS.
  • Experience undertaking Fire Risk Assessments.
  • Experience within a multi-site business operating a matrix management structure.
  • Experience working in the European Landscape.
  • Experience dealing with people from multiple geographies, with differing cultures and management styles is preferable.
  • Proficiency in English, written and spoken.
  • Technical writing is needed.
  • Full driving licence should be required.

It would be desirable:

  • Construction (Design and Management) – CDM experience.
  • Experience on CDM related works.
  • Be computer literate, confident user of office including Excel (formulas), Word (formatting, hyperlinks and bookmarks), Adobe, Sharepoint.
  • Excellent interpersonal and communication skills.
