The Rail Performance Manager leads the development and management of rail engineering performance and reliability workstreams across all Heathrow Rail Business Units (Heavy and Light Rail). These include the oversight of operational performance, delay attribution, key industry systems such as TRUST, Bugle, FRACAS and Maximo. The rail aims to drive continuous improvement by applying best practice to enhance operational performance, asset reliability, as well as process, system and capability improvements.

Please note this role is a 12 Month Fixed Term Contract.

Responsibilities
  • Refine and operate robust rail performance systems
  • Manage contractual and performance regimes with Network Rail and Train Operating Companies (TOCs)
  • Monitor, audit and improve delay attribution quality, resolving Level 2 and 3 disputes and communicating with key stakeholders
  • Build and manage strong stakeholder relationships e.g. other Heathrow departments, Network Rail, TOCs and suppliers
  • Providing expert advice and accurate responses on performance and contractual matters
  • Define and implement performance KPIs and reliability criteria, act as MTI point of contact and lead joint performance improvement plans to enhance operation and asset performance
  • Lead and participate in Significant Performance Incident Reviews, collaborate with stakeholders to identify incident root causes and develop effective engineering and performance improvement solutions.
Qualifications
  • Strong analytical skills with the ability to manage complex scenarios, investigate incidents and develop practical solutions
  • Ability to interpret complex information and clearly communicate it to stakeholders at all levels
  • Proven ability to influence and engage both internal and external stakeholders to achieve desired outcomes
Desirable
  • Good knowledge and experience of rail infrastructure and rolling systems and processes
  • Degree-level qualification (or equivalent experience) in a relevant discipline
  • Technical knowledge of station systems such as lifts, escalators, fire and voice alarm systems, CCTV, HVAC, and LV/HV power and control systems
  • Understanding of Rail Legislation and Group Standards, including their application and limitations
