This role is required to provide Technical, Service Management, or Transition and Mobilisation subject matter expertise to develop new contracts and operate, maintain and deliver contracts being procured under the Networks and Telecommunications Procurement Project (NTPP), ensuring safe, resilient and controlled transition from incumbent suppliers to new service providers, and that service management, performance, and operational interfaces are fully embedded.

This role is responsible for developing procurement documentation and new support arrangements for operationally critical information technology and operational technology data network and telecommunications services within the transport sector. The successful candidate will assist with the development of negotiation strategies and supporting collateral and lead negotiations with bidders throughout the procurement lifecycle to secure value for money, resilience, and long-term sustainability.

Key Accountabilities
  • Within an allocated lot and specialist subject matter area, support the development of clear, effective, consistent, and robust commercial and contractual principles for long-term support arrangements covering operational technology and information technology data networks and mission-critical telecommunications services.
  • Ensure principles agreed within the specialist subject matter area are aligned with those agreed across other workstreams and are reflected consistently throughout procurement documentation, evaluation criteria, pricing schedules, and contractual mechanisms.
  • Undertake detailed analysis of bidder proposals, including pricing models, cost drivers, risk positions, and performance regimes, making recommendations based on analysis and industry best practice.
  • Provide subject matter expertise during bidder engagement activities and lead negotiation sessions, influencing key internal stakeholders and external suppliers.
  • Work collaboratively with engineering, operations, safety, and service management teams to ensure contractual arrangements support technical and security approvals, testing and commissioning, operational readiness, and long-term operational requirements.
  • Support assurance, governance, and approval processes by preparing briefing material, analysis, and recommendations.
  • Support the definition of evaluation methodologies within the specialist subject matter area and play an active role in bid evaluations.
  • Support the transition from procurement through contract award and mobilisation, ensuring an effective handover to contract management teams.
  • Ensure compliance with relevant procurement regulations, organisational policies and procedures, and industry best practice frameworks such as ITIL.
Knowledge
  • Significant knowledge and understanding of critical operational communications concepts, delivery models, and associated commercial and contractual arrangements.
  • In-depth knowledge of operational technology, information technology data networks, and telecommunications services, particularly within mission-critical or high-reliability transport and infrastructure environments.
  • Significant knowledge of commercial and contractual principles associated with long-term, high-value technology or infrastructure service contracts.
  • Strong understanding of how ITIL principles are applied to operational technology and information technology services within mission-critical transport sector environments.
Experience
  • Significant experience acting as a contract or subject matter expert supporting technical service management, operational transition, or mobilisation activities within the transport sector or other mission-critical infrastructure environments.
  • Experience supporting procurements, contract renewals, or major contract changes involving telecommunications, operational technology, information technology, or data networks.
  • Strong experience analysing supplier proposals and contributing to value-for-money assessments.
  • Experience embedding ITIL practices, service management principles, or equivalent frameworks into contractual arrangements.
  • Experience working on technology or infrastructure contracts involving operational technology, information technology, telecommunications, data networks, or other mission-critical services.
