Permanent, Fixed Term Contract Here at Stonewater, we are seeking a Quantity Surveyor (known internally as Cost Manager) to lead on commercial negotiations of all new and existing Homes contracts, in collaboration with Operational and Procurement Teams, ensuring effective and commercial cost control. You will identify improved, innovative, and more economical ways of delivering services whilst preventing waste and manage and foster long term strategic partnerships with the supply chain with key partners and suppliers. You will lead on the management of cost control, reviewing multiple national contracts and projects (circa £30m p/a) in order to influence and drive commercial change in efficient delivery. You will monitor contract / project costs, making recommendations on removing / preventing waste and better, more economical ways of delivering contract services, and lead on cost benchmarking / development, proactively challenging through value engineering and effective project reviews. The Cost Manager will also act as Homes Lead on new contract negotiations with Procurement, to add value and drive efficiencies, and support Operations colleagues with the valuation of contract variations and claims. The ideal candidate will: * Be educated to HND level (or equivalent) or have a professional qualification in construction, housing, management, or property. * Have several years’ experience working as a QS or Cost Manager, either client or contractor side for a large organisation. * Have a good working knowledge of NHF rates * Have a good working knowledge of PAS2035, Retrofit & Best Practice * Experience of delivering grant funded programmes of work, including monitoring and reporting to funding partners. * Have knowledge of repairs price per property and/or price per void type contracts and planned works. * Have proven experience of driving costs down whilst improving economic and social value. * Have a track record of achieving measurable and significant savings and performance improvements. * Have proven experience of developing long term strategic partnerships and embedding key values with stakeholders. * Have proven experience of working with national multi-disciplined teams and supply chain across a wide geographical area. * Have highly developed communication skills, able to speak articulately and confidently. * Be able to employ software to analyse information and use data effectively to inform decision making, specifically using Microsoft Excel formulas and tools. * Be able to resolve conflict successfully. * Have a high level of influencing and negotiating skills. * Be skilled in financial management involving budgeting and costings. * Have excellent planning and organisational abilities. * Have excellent networking and collaboration skills. * Have knowledge of building law, regulation, building contracts, contract law and health & safety legislation and best practice.
