We have an exciting opportunity for an experienced individual to manage the day-to-day operation of the engineering team and provide technical support to other teams within the authority. You will performance manage external partners providing operational management and facilities services to the Council, manage the day-to-day operational running of The Symington Building, ensuring that excellent standards of customer satisfaction are always maintained for all users and partners of the building.
The Symington Building houses a number of organisations working in partnerships to deliver a ‘one stop shop’ approach for customers and visitors. In addition to Harborough District Council, partners include various services delivered by Leicestershire County Council including the Library & Museum, Registrar Service and Adult Learning, Job Centre Plus and a number of charitable organisations. We also have three on-site retail units.
You will manage the day-to-day M&E services along with other related contracts including keyholding and soft facilities management, caretaking and cleaning of Council owned buildings including The Symington Building, Harborough Innovation Centre and The Market, along with smaller buildings. Promoting a positive image of the Council both internally and externally, you will provide a key interface between all users of the building and facilities management service provision on a day-to-day basis.
As the Responsible Person for Legionella procedures and the authorisation and implementation of permits to work on Council owned property, you will ensure compliance with relevant Health & Safety legislation and good practice.
You will control budgets and prepare financial tracking and reporting to ensure all services are delivered within agreed budgets and service levels.
The successful candidate will have an ONC/HNC in Building / Civil Engineering or equivalent (or be able to demonstrate equivalent aptitude) coupled with relevant, recent experience in delivery of FM and Estates management operations for a medium to large building either through direct delivery or an outsourced service. You will have experience of work planning and management, managing service provision by external providers and budget administration / monitoring. You will have proven experience of working with computerised systems including diary management and email. Your attention to detail, the ability to learn quickly and your adaptable approach is essential. You will be keen to put forward your suggestions for changes or improvements to service delivery for the benefit of our customers, and you will have demonstrable experience of staff management and the ability to work flexibly as part of a large team.
You will need a full driving licence and access to a suitable vehicle. The ability to attend out of hours meetings/events on a regular basis is essential.
